Questions and Answers to Draft RFP HDTRA1-14-R-0003 The purpose of this modification/amendment is to post the Questions and Answers to the Draft RFP HDTRA1-14-R-0003. _ _ _ _ _ _ __ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ Numerous companies provide Advisory and Assistance Services (A&AS) and or Systems Engineering & Technical Assistance (SETA) support to DTRA as either a Prime or Subcontractor, each with specific Organizational Conflict of Interest (OCI) conditions/restrictions. In order to ensure intended Offerors are not restricted from bidding on this effort as either a Prime, Teaming Partner, or Subcontractor, ALL Offerors, whether Prime or Subcontractor, shall submit a formal OCI self-assessment analysis to the cognizant DTRA Contracting Officer identifying their current A&AS support role to DTRA (whether Prime or Sub) and whether this role creates or infers a real or apparent OCI. If an OCI exists, the contractor shall provide a potential mitigation plan. This OCI self-assessment evaluation shall be submitted to the cognizant DTRA Contracting Officer "prior" to bidding. The cognizant DTRA Contracting Officer will evaluate the contractor submitted OCI analysis and provide a written OCI assessment to the contractor stating the vendors viability to bid on this requirement. The Contracting Officer's OCI Determination letter shall be included in the subsequent proposal(s) from any DTRA A&AS support contractor (whether Prime or Sub) who has received authorization to bid on this effort via the Contracting Officer's OCI Determination Letter. If there is a potential conflict whereby the Prime is expected to bid on this effort and the subcontractor may be competing with the Prime, the subcontractor may coordinate with the Contracting Officer directly with an explanatory letter requesting a Contracting Officer's analysis of the subcontractor's viability to bid. NOTE: An offerors intended role as either a Prime or a Subcontractor in the tentative competitive requirement has no bearing on the OCI self- assessment requirement above. Any and all current DTRA A&AS or SETA contractors, whether Prime or Sub, are required to obtain the OCI Contracting Officer's evaluation analysis letter. _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ DTRA anticipates posting the Final RFP in mid-late January 2014. Contracting Officer Organizational Conflict of Interest (OCI) Assessment: Any and all DTRA A&AS support contractors, whether Prime or Subcontractor, interested in bidding on this tentative Counter CBRNE IDIQ effort shall receive a written assessment and authorization from their respective Procuring Contracting Officers (PCO) "prior" to bidding. The letter shall document the PCO's OCI assessment and decision with regard to the individual A&AS contractors viability to propose on this effort.
