- Statement of Work The Employee Development Division (EDD), within FEMA's Office of the Chief Component Human Capital Officer (OCCHCO), is tasked with providing high-impact employee development programs and services that strengthen the Agency's ability to support our citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards. The EDD requires an agency-wide, baseline leader competency assessment that can customized to determine the mission critical leader competencies of the Agency, includes the 42 leader competencies in the DHS and FEMA Leader Development Competency framework, and one that is delivered online. The assessment should have complimentary development plans and 360-degree assessments that support it. Further, the assessment should not only include the leader competencies, but should relate those to actionable management attributes that can be measured. The assessment should not only be delivered online, it should be downloadable as an Acrobat PDF file for electronic distribution to support green initiatives. Analysis reports should include individual, organization and Agency results. This assessment is required by DHS as part of the Cornerstone Requirements for supervisory development. EDD will utilize the assessment across all leader development programs for consistent results. The assessment must be compatible with other assessments that were purchased in the past. Throughout Fiscal Year 2013 (FY13 -- October 2012 - September 2013) the EDD has placed primary importance on building internal capacity and transitioning from a limited "leader development" scope to a full employee development scope. The majority of effort has, simply, been placed on determining what is needed to feed FEMA's "leadership pipeline." Reducing the number of employee development staff by over 60% has created an opportunity to reduce labor costs by strategically using contracted services. The Contractor shall provide EDD with assessments for use throughout the Agency. This is a one-time purchase. Assessments should be available for use upon acceptance of order. The owner of the assessments will grant FEMA-designated personnel the ability to access assessments as required. The total Period of Performance will be for the time period until assessments have all been used.
