Description
A solicitation for Firm Fixed Price (FFP) /Indefinite Delivery Indefinite Quantity (IDIQ) procurement is planned for issuance on or about 11 March 2014. Multiple awards are anticipated. United States Transportation Command (USTRANSCOM) Defense Courier Division (DCD) requires air transportation to move DoD couriers and classified/sensitive material in container(s) via CONUS and OCONUS commercial scheduled service routes. Two DoD couriers will transport container(s) planeside and monitor container(s) until they are on loaded and aircraft doors are sealed. Two DoD couriers will travel on the aircraft transporting the container(s). Two DoD escorts will be prestaged at destination to meet inbound aircraft and positioned planeside to observe the aircraft cargo doors being unsealed and the offloading of the container(s). All flights will transport material using contractor furnished containers/pallets. Palletized material will be secured by shrink wrap or nets provided by DoD. The Government desires round trip transportation on the following routes, but will consider alternative nearby locations for both on load and offload. Information on how to become a CRAF Carrier can be found at: http://www.amc.af.mil/library/businesscustomers.asp Transportation of HAZMAT will not be required. The NAICS code is 481112 Scheduled Freight Air Transportation. The size standard is 1,500 employees. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The period of performance is 1 October 2014 (or date of award subsequent thereto), through 30 September 2015, with four one-year option periods and a six month option for extension after performance. The solicitation will be published in FEDBIZOPPS (http://www.fbo.gov) on or about 11 March 2014.
