- The USACE Marine Design Center of the U.S. Army Corps of Engineers (USACE) intends to initiate an Invitation for Bid (IFB) procurement for providing labor, materials, and services to dry dock and repair the New York District Drift Collection vessel DRIFTMASTER. The vessel is currently stationed at the USACE Caven Point facility, and work is to be performed by a facility within 125 nautical miles of the Caven Point Terminal, Jersey City, New Jersey. The vessel's primary mission is debris removal from the New York Harbor. The vessel is currently classed by ABS and maintains a USCG Certificate under Subchapter I. The scope of work includes definite and indefinite items: Dry docking and launching of the vessel. Assisting the USACE, ABS, and USCG with inspections of the hull, tanks, propeller shafts, rudders, rudder posts, sea valves, and miscellaneous piping. Exterior cleaning and painting of the vessel. Pressure washing, hand cleaning, priming and painting the engine room machinery spaces. Pressure washing, hand cleaning, priming and painting the generator room machinery spaces. Sand blasting and painting in the #2 compartments. Sand blasting and painting the forepeak tanks. Sea chest maintenance. Replacement of all zinc anodes. Replacement of grating in #1 port and starboard compartments. Replacement of netwell lifting gear and pillow block bearing foundations. Gas free and clean all fuel tanks, and replace the gaskets and bolts. Replace vertical ladders in forward compartments. Audio gauging. Rudder and rudder post maintenance. Propellers and shaft removal and re-installation for inspection. Sea valve and deck vent inspections. Replacement of port engine room bilge manifold. The indefinite scope of work items may or may not be exercised by the Government if inspection shows that no work is required for these items. There will be Liquidated Damages associated with this procurement. Bonding will not be required. The Invitation for Bid Number (IFB) W912BU-14-B-0005 is intended to be available on or about February 7, 2014. Hard copies will not be available. No written or fax requests will be accepted. Contractors may download the solicitation (including drawings) and any amendments via the hyperlink to the Federal Business Opportunities website, www.fbo.gov, on (or after) the issue date. The official media of distribution for the IFB is the Web. All amendments to the IFB will be posted to the FedBizOpps website. It is the offeror's responsibility to monitor the website in order to access the solicitation. Offeror's are responsible for printing copies of the IFB and any amendments. Bids will be due on, or about March 11, 2014. NAICS code is 336 - Transportation Equipment Manufacturing/336611 - Ship Building and Repair. Prior to the award of any contract under this solicitation, the successful Offeror will be required to enter into a quote mark Master Agreement for Repair and Alteration of Vessels quote mark. Offerors that have entered into the agreement prior to this solicitation need not comply with this clause. All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the SAM website at www.sam.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans.
