- The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) for the Design and Installation of a Septic System for the Visitors Contact Station, at the Cape May National Wildlife Refuge, located in Cape May County, NJ. This procurement action is being solicited as a Small Business Set Aside. The NAICS code is 238910 (Septic System Contractors), with a size standard of $14 million. This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. The estimated magnitude of this work is between $25,000 and $100,000. Bonding Requirements for this project are as follows: Bid Bond, 20%; Payment Bond, 100%; Performance Bond, 100%. The Statement of Work will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on the following in the Solicitation: 1) Contractor Proposal, 2) Past Performance and 3) Price. Solicitation package number F14PS00142 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about 02/06/2014. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
