- Market Survey - SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at https://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Naval Surface Warfare Center Crane Division (NSWCCD) in Indiana is seeking sources and cost effective manufacturing techniques for large, thick-walled, circular shaped parts as shown in the drawings P/N 7145983 & P/N 7145984 that meets the characteristics provided below. In order to access the drawings contractors are required to be active in the System for Award Management (SAM) and the Joint Certification Program (JCP). The drawings have been posted to FBO along with this synopsis. CAD models are available upon request. The parts will be bolted onto cylindrical equipment which will be subjected to destructive testing. NSWC Crane Division intends to utilize the information garnered from this special notice to refine the Government's understanding of the technical feasibility, risk, and cost implications associated with the manufacturing techniques. Additionally, the Government seeks Rough Order of Magnitude (ROM) cost information for estimated procurement for quantities of 1-5, 6-20, and 21-60. KEY ATTRIBUTES Geometric Shape: As detailed on the drawings Dimensions: As detailed on the drawings Materials: Minimum Modulus of Elasticity: 1,000 KSI; Minimum Tensile Strength: 30,000 PSI; Non-porous (Resists air passage) Max Weight: Part 7145983 = 12,000 lbs; Part 7145984 = 2,000 lbs END OF KEY ATTRIBUTES RFI SUBMISSION INSTRUCTIONS: Companies are encouraged to respond if they have the capability and capacity to provide the parts described above and within the drawings. However, generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required parts. Responses should directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform while in compliance with FAR 52.219-14 Limitations on Subcontracting. The Government will not award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, or Government's use of such information. Responses will be separated from, and have no bearing on subsequent evaluations of proposals submitted in response to any resulting formal RFP. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Responses will be reviewed only by Department of Defense personnel and will be held in a confidential manner. Vendors may separate each unique design into a separate response. Responses to the RFI should address the following: Proposed manufacturing technique Proposed material and mechanical properties Expected dimensional tolerances, feasibility to meet drawing tolerances Weight estimate Rough Order of Magnitude per part with ordering quantities of 1-5, 6-20, and 21-60. Estimated lead-time Interested firms that can meet all the requirements set forth above are requested to submit responses with clear and convincing documentation to the point of contact listed.
