Description
This project will consist of the Construction of a new 400-member Army Reserve Center (ARC) facility located in Bullville, New York. Primary facilities consist of an approximately 32,000 SF Training Center, approximately 12,000 SF Vehicle Maintenance Shop (VMS), approximately 2,800 SF of Unheated Storage, and Military Equipment Parking. The buildings will be of permanent construction with reinforced concrete foundations, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, electrical systems, and security systems. Supporting facilities will include paving, fencing, general site improvements, parking space for privately-owned vehicles, and extension of utilities and necessary permits to serve the project. The project will contain the following options: 10-Ton Crane; Demolition of existing buildings; 1st Photovoltaic Panel System; 2nd Photovoltaic Panel System; Washrack Recycled Water System; Resin Flooring in Assembly Hall; CFCI OMAR Funded Equipment Items; and CFCI quote mark Bona Fide Need quote mark OMAR Wash Bay. Facilities must comply with DOD minimum antiterrorism force protection construction standards. Furniture is NOT included in this contract. A Pre-proposal site visit will be held and meeting details will be provided in the solicitation document - Section 00100. The Estimated Price Range is between $10,000,000 and $25,000,000. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement at a minimum will consist of the following: Relevant Experience and Past Performance of the Prime Contractor; Management Plan; Key Personnel; Schedule; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet only. NAICS code is 236220. Size Limitation is $33.5M. This is a SMALL BUSINESS SET-ASIDE competitive procurement. Contract (construction) duration is 490 days. Approximate issue date is 7 February 2014 and approximate due date for proposals is 11 March 2014 at 11:00 a.m. Louisville time (EDT). This announcement serves as the Advance Notice for this project.
