- SOURCES SOUGHT SYNOPSIS DoD Forensics and Biometrics Services and Supplies This is a sources sought announcement only for the purpose of conducting market research. This is not a solicitation announcement or Request for Proposal, nor does it constitute any commitment by the Government. No award will result from this Market Survey. This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to provide services and products required to synchronize and integrate existing and new forensics and biometrics technologies throughout DoD; provide identity dominance, protection, and management through integrated joint forensics and biometric programs; in order to provide timely, accurate, and comprehensive Identity Superiority to all Federal Agencies. The level of security clearance is secret. Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with participation in this survey. INSTRUCTIONS: Below is a short description of the requirement, a request for your business information, and a Contractor Capability Survey which allows you to provide your company's capability, relevancy, and recency (3 years) in meeting these requirements. 1.If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capabilities in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. 2.Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged and up to each industry partner. 3.Do not provide proprietary information in your submission. 4.Page count shall not exceed 15 pages. 5.The level of security clearance is secret. 6.Questions relative to this market research should be addressed to, Maureen E. Coughlin, Contracting Officer at her email - Maureen.e.coughlin.civ@mail.mil A Firm Fixed Price (FFP) and Cost Reimbursement (CR) type of contract is anticipated. The majority of the effort will be FFP. The anticipated period of performance will be for one (1) base year and four (4) one year option periods. In accordance with FAR Part 19 the government seeks maximum practicable opportunities for small business participation for this acquisition. Interested small business concerns that are qualified as a small business concern under NAICS code #541611 with a size standard of $14.0M are encouraged to submit their capability packages. PURPOSE/DESCRIPTION: Defense Forensics and Biometrics Agency (DFBA) is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to provide biometrics research, technology, and information management support to the Chairman of the Joint Chiefs of Staff, the Combatant Commanders, the Military Services, the Defense Agencies, and other DoD Field Activities, as required. Support to DFBA is required for the following: 1.Provide for the standardization of forensics and biometric data formats, technical interfaces, conformance methodologies, performance evaluations, and other related areas to permit interoperability, both internal and external to the DoD. 2.Develop and maintain the policy, processes, and procedures for the collection, processing, transmission, archiving, caching, and tagging of forensics and biometric data and associated intelligence. 3.Develop the DoD Forensics and Biometrics vision and strategy, in concert with the Military Services, Joint Staff, and Office of the Secretary of Defense. 4.Provide a means for unified acquisition and procurement of common Forensics and biometric systems and equipment. 5.Administer the DoDs forensics and biometrics governance structure to enable the development and execution of common requirements, standards, architectures, and research and development initiatives to support common and Joint requirements. 6.Coordinate all forensics and biometric program activities with identity protection and management stakeholder organizations to ensure consistency with DoD identity management principles, directives, and vision. 7.Coordinate and integrate biometrics and forensic evidence collection and processing initiatives. 8.Maintain and update the current Biometrics Enterprise Architecture 9.Assist DFBA with the development of the Forensics Enterprise Architecture, using DoDAF v2.02 as a guide, obtain approval from the Department of the Army G-6/CIO and maintain and update on a quarterly basis. 10.Particpate and support the ABCA and NATO Biometric and Forensics efforts CONTRACTOR CAPABILITY SURVEY Part I.
