Description
This is a sources sought for planning purposes only. The Air Force is seeking potential sources, including small businesses, (HUBZone, 8(a), or SDVOSB) for reconfiguration of a 53,000 SF interior facility. The project includes the complete interior demolition and renovation of a facility for new office and warehouse space. It will also include the replacement of all doors, frames, casework, ceilings, interior finishes, and the replacement of interior utilities (power, lighting, plumbing, HVAC, fire suppression and communications). This facility shall be completely brought up to current Anti-terrorism/Force Protection standards, including but not limited to, changes to the HVAC, exterior openings, fire alarm and life safety systems. This renovation requires highly experienced construction management skills and safety preparations. This project includes careful phasing throughout the duration of the project. There is not sufficient swing space to facilitate a vacant building during the renovation work. Meticulous adherence to the construction schedule as well as care in providing a safe working environment for the occupants is a high priority. The facility will be occupied in large portions throughout the duration of the renovation. Utility outages with advance coordination with the CE shops must be managed by the contractor. Asbestos abatement will also be required.Abatement work shall be done in compliance with all local, state and federal regulations. This building is on the airfield and special training conducted by 88 OSS will be required for contractors and subcontractors. In your response, please list small business credentials, if any. The Air Force intends to award a contract with a 540 day period of performance. The estimated magnitude of the entire contract is between $5,000,000 and $10,000,000. NAICS Code: 236220 Size Standard: $33.5M. Prime contractors who intend to submit a bid for this solicitation are highly encouraged to submit the following by 3:00 p.m. EST on 28 FEB 2014: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) listing of capabilities and/or experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project (limit to 5 single-sided pages); (3) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (4) If you are considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture.
