AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91247-14-T-WY03 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $30.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-01-23 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The MICC Fort Bragg requires the following items, Meet or Exceed, to the following: LI 001: Transportation: FFP Transportation:The Contractor shall provide bus transportation: Obligated or chartered busses only. Use of normal hotel/airport shuttle bus is not acceptable to and from airport as positive control and required adult to child ratios would be compromised. Bus must commercial motor coach carrier with the ability to seat 54. The bus must be able to store/transport luggage and have air condition/heat climate control,and IAW the SOW F.O.B Destination, 1, Lot; LI 002: Guest Room FFP The Contractor shall provide 82 total sleeping room nights. All guest rooms shall be located on?site and be non-smoking rooms. Additionally all rooms shall face into the hotel. No rooms should exit from hotel into parking lot or exterior of hotel. All rooms will exit into interior of hotel or hallway of hotel. Additionally, there should be clear line of sight view down each hall way and all rooms should be blocked together as much as possible. The following is a break out of rooms: a. Day 1-Tuesday, 28 January 2014 -2 sleeping rooms (double occupancy) b. Day 2 ? Wednesday, 29 January 2014 ? 20 sleeping rooms (double occupancy) c. Day 3 ? Thursday, 30 January 2014 ? 20 sleeping rooms (double occupancy) d. Day 4 - Friday, 31 January 2014 ? 20 sleeping rooms (double occupancy) e. Day 5 - Saturday, 1 February 2014 ? 20 sleeping rooms (double occupancy): ?Hotel should not have multiple entrances/exists ?Hotel rooms must be located to allow security to see all rooms at all times ?Hotel must be able to secure/lock balconies in youth sleeping rooms ?Hotel must be able to block out access to undesirable TV channels/movies in guest rooms for youth ?Hotel must be located in a safe district of a city ?Hotel must have the capacity to reserve 2 DIFFERENT floors with double sleeping rooms (20 double rooms per night) to accommodate 33 youth Sleeping Rooms ?20 Double Rooms (must have two beds; no sleeper sofas) ?Rooms located on 2 floors ONLY ?Hotels with balconies doors must be secured and unable to be opened by youth ?ALL Boys on one floor ?ALL Girls together on a DIFFERENT floor ?Youth arrive afternoon of Day 2 ? Wednesday, 29 January 2014 IAW the SOW. F.O.B Destination, 82, EA; LI 003: Meals FFP The Contractor shall provide the following at the associated times: a. Thursday - Sunday, 30 January 2014 thru 2 February 2014, 7:30am ? 8:15am, Hot breakfast buffet (example: scrambled eggs, meat, starch, Danish, fruit, milk, tea, coffee, etc.), for 35 attendees. b. Wednesday, Thursday, Friday and Saturday, 29 January 2014 thru 2 February 2014, 12:00pm ? 12:30pm, Hot lunch buffet (example: 2 entrees, salad, starch, 2 vegetables, dessert, and drink), for 35 attendees. c. Wednesday - Saturday, 29 January 2014 thru 2 February 2014, 6:00pm thru 7:00pm, Dinner with hot buffet service (example: 2 entrees, salad, starch, 2 vegetables, dessert, and drink), for 35 attendees. IAW the SOW F.O.B Destination, 1, LOT; LI 004: Skirted Tables FFP The Contract shall proved shirted tables,Wednesday, 29 January 2014, 12:00pm thru 6:00pm, 2 - 6? tables for registration (can be waived if fixed registration booth at location) IAW the SOW F.O.B Destination, 1, LOT; LI 005: Marquees and/or directional signs FFP The Contractor shall provide color Sunday-Thursday, 8-12 September 2013, 08: 00 am?5:00 pm, for Administrative Room. Must support network printing, be able to make 2-sided and color copies, IAW the SOW F.O.B Destination, 1, LOT; LI 006: Meeting Space FFP All meeting space must be a dedicated conference room separated from living area. All meeting space is required to be located in the same facility as the guest room. All meeting space must be NON Smoking. All meeting space must be available for use from the full 24 hours each day. The Contractor shall provide meeting space IAW the SOW F.O.B Destination, 1, LOT; LI 007: Internet Service FFP The Contractor shall supply ten (10) lines (wired or wireless) for general session, break-out rooms, and operational room IAW the SOW F.O.B Destination, 1, LOT; LI 008: Audio Visual Equipment FFP The Contractor shall provide audio visual equipment Wednesday, 29 January 2014 thru - Saturday, 1February 2014, for the General Session Room: All meeting space and audio visual equipment must be available for use from the full 24 hours each day, IAW the SOW F.O.B Destination, 1, LOT; LI 009: Color copier/printer with paper for operations room: FFP: The Contractor shall provide color copier/printer for operations room, Tuesday 28 January 2014 thru - Saturday, 1 February 2014, networkable, with the ability to collate and make 2 ? sided copies. Maximum 1000 copies, IAW the SOW F.O.B Destination, 1, LOT; LI 010: Package Handling: FFP: The Contractor shall received and store event material that maybe shipped to the hotel, IAW the SOW F.O.B Destination, 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Bragg intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Bragg is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. (2) Hotel agreement verified, and countersigned by both parties and the authorized agent of the participating hotel (hotel letterhead). (Again, this is not a solicitation for Event Planning Services. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable). Will be based on lowest price technically acceptable. The sum of all priced items and the quantity stated in this solicitation will be considered as a total price. RFQ MUST be good for 30 calendar days after submission (a) Pursuant to Department of Defense Instruction Number 2000.16, ?DoD Antiterrorism (AT) Standards,? dated October 2, 2006, each contractor employee requiring access to a Federally-controlled installation, facility and/or Federally-controlled information system(s) shall complete Level I AT Awareness Training on an annual basis and receive a certificate of completion. The contractor is responsible for ensuring that all applicable employees have completed antiterrorism awareness training and shall certify that their workforce has completed the training through the submission of completion certificate(s) to the Contracting Officer and the Contracting Officer?s Representative (if appointed) within five working days after contract award or prior to access to a Federally-controlled installation or information system.
