Description
This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to provide construction inspections services for the following geographical locations: South East and South Central; Colorado and North East; and North West, North Central and South West. The purpose of this requirement is to obtain services of a Contract Inspector (CI) who will conduct the required inspections and perform various construction inspection tasks (such as reviewing change orders, payment requests, schedules, request for permission to occupy, etc.). Inspections shall be made to evaluate the builder's and supervisory architect's performance, to obtain construction in accordance with the construction contract documents, and to report on conformance with prevailing wages (when applicable) and other construction contract requirements. For HUD construction inspection tasks, the CI shall serve as HUD's construction representative for completing various portions of HUD forms, procedures and other related tasks. The CI's work products shall provide HUD with the field/site data necessary to make informed decisions regarding the construction phase of the HUD Section 232 mortgage insurance underwriting program. Please provide your capability to perform the following tasks: Project Monitoring Tasks: The CI shall maintain a role as observer and provider of technical information through interaction with sponsor/owner, owner's consultant, builder, builder's representatives, supervisory architect and lender (if applicable). The CI shall attend and participate in monthly job-site meetings with one inspection coinciding with the monthly review of the Builder's Requisitions (form HUD-92448), the draw meeting. Contract Administration Tasks: • Monitor Supervisory Architect's Services. Advise the supervisory architect on HUD requirements, monitor the performance against provisions of the Owner-Architect Agreement (AIA Document B108), and report on the performance in accordance with Handbook 4460.1 REV-2, paragraphs 3-4.K. • Sign and date the periodic pay request (form HUD-92448). • Change Order Tasks (form HUD-92437). Change orders must be signed by all parties and shall have appropriate backup documentation attached (builder's cost breakdown and architect's justification letter, with all change items defined as either necessities, betterments, equivalents or time extensions). • The CI shall monitor the proper use of Architect's Supplemental Instructions (ASI), AIA-G710, for compliance with Handbook 4460.1 REV-2, paragraph 3-13 and provide copies of any ASIs to the HUD GTM and the HUD CM. The CI shall report the architect's improper use of AIA-G710 on the form HUD-95379-ORCF. The CI shall assure that no cost or time-related minor changes are reported via an AIA-G710. The CI shall maintain a running summary of all ASI's in a table on the trip report (HUD 95379-ORCF). • Form HUD-92464-ORCF, Request for Approval of Advance of Escrow Funds. The CI shall sign and date the form. The HUD-92464-ORCF is typically utilized for payment of completed off-site or demolition work, for payment of completed change order work where escrow has been previously established, or for a release of repair escrow on a 223(f). The HUD-92464-ORCF shall have been signed by all parties necessary and shall have builders' invoice attached. The CI shall inform all parties that it is the responsibility of the project mortgagor/sponsor (owner) or mortgage company (if any) for submitting the official (original) escrow release to HUD with the builders' invoice attached.Employee Wage Interview Tasks: The CI shall conduct employee wage interviews with a representative sample of construction personnel in various trades who are on-site during each monthly site/project visit. If employees refuse to be interviewed the CI will discuss the requirement for interviews with the Builder's superintendent and explain that such discussion occurred on the trip report. The CI shall record the wage interviews on the Record of Employee Interview (form HUD-11). The HUD-11 is available in both English and Spanish. Refer to HUD Handbook 4460.1 REV-2 (Paragraph 3-4.K.6), and HUD Handbook 1344.1 (Section 1, Paragraph 3-2). Deliver the HUD-11's to the GTM and HUD CM together with the HUD-95379-ORCF that covers the visit.Form HUD-92485 Permission to Occupy Project Mortgages Tasks. At final completion of work, the CI shall inspect the completed dwelling units and sign and date the inspector's portion of the Permission to Occupy Project Mortgages (after the owner, builder, and architect have signed and dated) per HUD Handbook 4460.1 REV-2, paragraph 3-15, and Handbook 4435.01 REV-1, paragraph 1-11. The CI shall forward copy(s) of the signed form(s) to the GTM and a copy to the HUD The CI shall assure that copies of the local authorities' certificate(s) of occupancy or temporary certificate(s) of occupancy and the owner's certificate of property insurance, professional liability insurance, and fidelity insurance are attached to each copy. The trip report shall include a table that lists Certificate of Occupancy/Permission to Occupy status including; trip report number when signed, date signed, Certificate of Occupancy received, building number, number of units and comments. The NAICS Code is 541350 Building Inspection Services. The small business size standard is 7M. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective review of the respondents' capacity and capability to perform the specific work as required. Response must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above in sufficient level of detail to allow definitive review of the capability statement and evidence that the contractor can satisfy the minimum requirements listed above in compliance with FAR 52.219-14 ("Limitations of Subcontracting"). Failure to definitively address each of these requirement will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to ten pages, and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS XXXX (size standard $ or number of employees) and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in SAM, at https://www.sam.gov/portal/public/SAM/#1. 5. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. 7. Please submit copies of any documentation such as letters or certificates to indicate the firm's status (see item #3, above) Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, and a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this announcement will not be returned, nor be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and HUD may contact one or more respondents for clarifications and to enhance the Government understands. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
