- Solicitation Number: F14PS00154 Notice Type: Pre-Solicitation Notice Synopsis: The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) to provide Janitorial Services for the Northeast Region (Region 5 or R5), Eastern Shore of Virginia National Wildlife Refuge, Cape Charles, Virginia, County of Northampton. Region 5 encompasses the states of Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey, Pennsylvania, West Virginia, Maryland, Delaware and Virginia. This procurement action is being solicited as a Small Business Set-aside. The NAICS code is 561720 Janitorial Services, with a size standard of $16.5 million. This requirement is being procured in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. This work involves providing Janitorial Services as defined in the Statement of Work that will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on the following in the Solicitation: 1) Best Value; 2) Past Performance; and 3) Price Proposal. This action is projected to have one base year and four option years which will have a total of five years if all option years are fully exercised. Solicitation package number F14PS00154 will include the Solicitation Forms (SF1449), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about February 10, 2014. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
