- This solicitation is amended to clarify that it is issued in accordance with the Brooks Act as implemented in FAR Subpart 36.6 Architect-Engineer Services. Services of qualified firms are sought to submit their SF-330 for consideration. The requirement is to provide detailed topography and bathymetry to support tidal wetland restoration and management of approximately 2.3 square miles of Bandon Marsh national Wildlife Refuge using LIDAR, Photogrammetric Data Processing, and Electronic Dissemination of Imagery Data. The Fish and Wildlife Service is seeking an experienced firm to provide the following Services: Services to provide detailed topography and bathymetry to support tidal wetland restoration and management of approximately 1,500 acres or about 2.3 square miles of Bandon Marsh National Wildlife Refuge using LIDAR, Photogrammetric Data Processing, and Electronic Dissemination of Imagery Data. Interested firms will be able to respond to Request for Quote (RFQ) number F14PS00148 that is posted to FedBizOpps and closes in approximately 7 days. Contractors will be ranked as to whom is determined to be most qualified to perform subject services based upon an evaluation of their submitted qualifications and experience with relevant projects. Based upon final selection results, negotiations will commence with the most top rated firm. If a fair and reasonable price cannot be reached with the top rated firm, negotiations will be terminated and negotiations will commence with the next highest rated firm until an award is made. One (1) firm fixed price contract will be awarded. Interested firms are requested to submit on an SF-330. Offerors should submit information on 2-3 projects in the $25,000 through $150,000 range with a maximum of two pages per project. All projects must have been completed within the last 3 years and should be similar in nature and/or scope to the project to be described in the RFQ. Proposal documents will be submitted to the Contracting Officer, Cheryl Mockford, U.S. Fish and Wildlife Service, 911 NE 11th Avenue, Portland, Oregon 97232-4181 by 1/31/14. Interested contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List Systems (EPLS). Contractors may obtain information on registration and annual confirmation requirement via the SAM website accessed through https:://www.sam.gov/portal/public/SAM. Lack of registration in SAM on the part of the offeror will rendor an offeror ineligible for award. The solicitation is issued as 100% Small Business Set-Aside. Reference the project number F14PS001481 on your request. Telephone requests will not be accepted.
