- Notice of Intent The Peace Corps intends to award a contract on a sole source basis to Acquia, 11921 Freedom Drive, Suite 550, Reston, VA 20190, in accordance with FAR 6.302-1(a)(2)(ii), to move Peace Corps Post websites currently in development and production from an ongoing pilot in the Content Management System (CMS) Drupal Gardens to an enterprise solution of the same CMS. Acquia was previously awarded purchase orders that provided a Drupal Gardens pilot environment for 49 overseas posts' site development. This follow on contract will transition all overseas posts to the same CMS enterprise solution and will host websites for approximately 70 posts around the world. This requirement aligns with the Peace Corps' goal of promoting greater understanding of what volunteers do for the countries they serve and the requirement for all posts to have a public website in 2014. These Post websites will allow perspective volunteers to learn more about the Peace Corps' projects and activities ongoing in the country where they may wish to serve. Acquia is the only vendor that provides the same platform and user interface of the Peace Corps' existing posts websites infrastructure. Acquia is the sole entity with the current and historical knowledge of the design, development, and execution of the websites hosted in the pilot environment and current Peace Corps CMS. As such, it is the only vendor that can seamlessly migrate, create, support and host Peace Corps' current system using the proprietary Drupal Gardens technology. The NAICS code for this procurement is: 541512, "Computer Systems Design Services." This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 15 days after publication of this notice (7 February 2014) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable service is provided by Acquia.
