- NASA/GRC has a requirement for the procurement of natural gas supply management services for the NASA Glenn Research Center (GRC) located in Cleveland, OH (Dominion/East Ohio Gas) and the NASA Plum Brook Station (PBS), located in Sandusky, OH (Columbia Gas). The selected contractor will be responsible to assist GRC and PBS in the management of its natural gas purchasing and supplier management (approximately 500,000MCF per year for the GRC and approximately 40,000MCF per year for the PBS). Contractor responsibilities will include: assist in the solicitation, selection, and award of contracts with natural gas suppliers; review contractor performance and invoicing; monitor the fluctuations of daily NYMEX gas prices: monitor real time market prices; and advise the Government on business issues and market conditions. The Glenn Research Center has reserved 280,000MCF in the Enhanced Seasonal Service (Storage Program) with Dominion/East Ohio for the coming winter months. The selected contractor shall be responsible for monitoring this storage program. The contractor shall provide its approach to accomplish the above activities and the associated costs/fee structure. The government anticipates an effective date beginning on February 1, 2014 with a 12 month period of performance. Please include a pricing break down. This should include what NASA Glenn Research Center will be charged for the service. Also include what your fee is to the gas supply companies. The Government reserves the right to select 3 contractors that provided the best approach to accomplish the above services and hold discussions including an oral presentation of its approach. Each offer submitted shall not exceed 10 pages. The Government will evaluate all offers received and make a selection based on the best overall value to the Government. This announcement is reserved for small businesses only, as defined by the Government. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Offer (RFO); offers are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 4:30pm EST on 1/27/2014.
