Description
The reason for this amendment is change the time and date or receipt of quotes. The new time and date for receipt of quotes is 4:00 local time on 2/7/14. There are no other changes to this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and 13 as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotations (RFQ) under solicitation number RFQ-PA-14-00008. Award will be made using Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is issued unrestricted. The associated North American Industrial Classification (NAICS) code is 811219 and the business size standard is $19.0 million. Entech Instrument Maintenance, Fort Meade, MD TECHNICAL REQUIREMENT: Performance Work Statement The Contractor shall furnish the necessary personnel, replacement parts, travel, materials, equipment, services and facilities, except as otherwise specified herein, and otherwise perform all activities necessary for, or incidental to, the performance of the work set forth in the requirements listed below. A. Contractor Responsibilities 1. The Contractor shall provide technical advice and instructions by telephone within a maximum of two (2) business hours to answer questions and resolve problems encountered in analytical applications of the equipment listed in Attachment A. These questions and problems may involve a diagnosis of hardware and software malfunctions and assistance in proper interpretation and use of the software systems: including instructions on procedures to follow in using the software systems to properly concentrate and introduce samples to GC, to clean the canisters and to dilute or make up standards as required. 2. The Contractor shall provide on site remedial and preventive maintenance service, as defined herein, to ensure minimal down time. The on site service response for remedial services shall be within a maximum of 72 hours (three business days) of the initial service call placed with the Contractor's Service Representative on the equipment specified in Attachment A. The on site remedial service visits shall be unlimited in number unless specified. Preventive maintenance must be performed within two months of the scheduled time for each instrument. The Contractor shall perform preventive maintenance on the equipment listed in Attachment A one time during period of performance of the contract. 3. The Contractor shall maintain, or have access to an inventory of replacement parts and such tools and instruments as are necessary to properly and efficiently maintain the equipment listed in Attachment A for the life of the contract. Replacement parts shall be delivered on site within 24 hours or one business day following a request, or delivered directly to the Contractor. If a part cannot be replaced with 24 hours of the on site visit, a loaner must be supplied. Parts removed, for which replacement is made, will become the property of the Contractor. The replaced part shall be the same as was previously installed in the instrument or the currently available equivalent. 4. The Contractor shall provide, install, and maintain updates of the instrument software, together with operating manuals (on line or hard copy) describing and explaining the software and its applications. The Contractor shall also provide bulletins that identify and describe discovered defects and recommended work arounds. 5. The Contractor shall provide the services set forth above between 9am and 5pm EST, Monday through Friday, excluding federal holidays. The Contractor shall not perform work under this contract unless Government personnel are present at the Government facility while the Contractor is performing the service. 6. The Contractor shall furnish a signed service report when the instrument is being repaired on site. The report should include at a minimum: A. Date of repair. B. Diagnosis of the repair. C. Description of the repair. D. Total cost of repair. 7. The period of performance shall be for the period of one year from the date of award for all of the equipment listed in Attachment A. B. Definitions 1. Preventive Maintenance: includes cleaning, adjusting, calibrating, inspecting and testing procedures designed to reduce product failure and/or extend useful product life. This includes cleaning and replacement if needed. It shall also include any consumable items (all Entech Instrument Inc. factory certified) required for routine preventive maintenance. The Contractor shall perform preventive maintenance on the equipment listed in Attachment A one time during each year of the contract. The Project Officers will schedule the performance of the preventive maintenance. 2. Remedial Maintenance: includes the diagnosis and correction of equipment malfunctions and failures. Remedies may consist of temporary procedures to be followed by the Government while a permanent remedy is being sought. Remedial maintenance shall commence during coverage hours until the equipment is operational. If the Contractor determines that additional parts and/or repair personnel are required, service shall be interrupted and shall resume as soon as these parts and/or personnel are available. The additional parts and/or personnel shall be available within 24 hours. The Project Officers are authorized to request the Contractor to perform remedial maintenance. 3. USEPA Project Officer: Name will be provided at time of award. USEPA Deputy Project Officer: Name will be provided a time of award. C. Exclusions Remedial maintenance and preventive maintenance service do not include refinishing the equipment or furnishing materials for that purpose: electrical work or ventilation exhaust equipment external to the equipment; maintenance of accessories, attachments or other items not specified in the contract and remedial maintenance due to facility inadequacies.
