Description
PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract for Electrical Service Replacement at Barkley Lock, Grand Rivers, Livingston County, KY. This is a Presolicitation Notice. The plans and specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The work consists of furnishing all plant, labor, management, on-site information surveys, planning and scheduling, coordination, computer-aided drafting (CADD), demolition of existing electrical service equipment in the transformer vault room of the lock, installation of new medium-voltage electrical equipment, start-up and commissioning, testing, as-built drawings, and training necessary for the replacement of the existing electrical service equipment at the Barkley Lock project. This new work and equipment shall be in accordance with the contract specifications and the subsequent Contractor's plans as approved by the Government. Involved in the demolition of existing equipment will be the removal and proper disposal of electrical insulating oil, materials with lead based paint, and possibly asbestos. The removal of the existing electrical service equipment and installation of new equipment shall be done in an approved manner. Installation is to be in sequence as to limit electrical outages to the existing project facilities to the specified times. The existing project facilities that are served by this electrical equipment includes the Barkley navigation lock and operations building, Barkley resource manager's office, warehouse and maintenance buildings, and project areas street lighting. This requirement will consist of a base and three Options. Option One will be exercised after Contractor testing determines that lead paint is present and concentrations require lead paint abatement. Option Two will be exercised after Contractor testing determines that asbestos is present and concentrations require asbestos abatement. Option Three will be exercised after Contractor testing determines that PCB is present in insulating oils and concentrations require PCB abatement. Bidders will have an opportunity to attend a scheduled site visit. The date, time, location and registration requirements will be posted in the solicitation. This project description is not intended to be all encompassing in the descriptions. NAICS AND SIZE STANDARD: The NAICS code for this project is 237990 with a small business size standard of $33,500,000.00. PERIOD OF PERFORMANCE: 270 calendar days for the base period and 14 additional calendar days for each Option exercised. TYPE OF SET-ASIDE: Total Small Business Set-Aside. The Government intends to award without discussions. The project specifications and project location will be defined in the solicitation document. SOLICITATION RELEASE DATE: The anticipated release date for W912P5-14-B-0002 is on or about January 24, 2014, with a projected bid submission date of February 24, 2014.
