Description
This is not a new posting. The pre-solicitation synopsis was posted on November 15, 2013 and archived on January 14, 2014. The RFP is available electronically at https://acquisition.army.mil/asfi/solicitation_view.cfm?psolicitationnbr=W912DY12R0025 The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is soliciting proposals on an unrestricted basis with a portion of the awards set-aside for small businesses for the Operation and Maintenance Engineering Enhancement Program (OMEE) under solicitation W912DY-12-R-0025. In order to accomplish this mission, CEHNC proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. Operations and maintenance (O&M) and repair services for Department of Defense (DoD) medical and supporting non-medical facilities required under the OMEE program include facility operations, scheduled maintenance, unscheduled (corrective) maintenance, repair/replacement/renovation of facility functional areas, systems and equipment, hospital aseptic services (housekeeping), grounds maintenance, abatement, pest management, medical equipment maintenance/repair/replacement, and specialized O&M services. Facility systems will include all mechanical, electrical, architectural, utility, and site systems, equipment and components. Some operation and maintenance funded construction, involving the alteration, renovation, conversion, and/or reconfiguration of rooms, areas, and/or facility systems of real property facilities, is required to support the continual operation, maintenance and use of these facilities, systems, and equipment. This construction is expected to be minor in effort, not technically complex, of short duration, not requiring extensive oversight and will not move load bearing walls nor add usable square footage to the facility footprint. OMEE program O&M services will be performed in DoD medical and supporting non-medical facilities including hospitals, clinics, administrative, pharmacies, veterinarian, dental, training, research, utility and energy plants, labs, and storage facilities as well as some non-medical facilities which support these medical facilities. The value of the planned acquisition, including all exercised option periods, will be approximately $990 million. Any awarded contracts will be for a 1-year base ordering period and four 1-year option periods. The geographic scope of the contracted services under this acquisition will cover the United States (CONUS) as well as Alaska, Hawaii, and all U.S. Territories and possessions and may include overseas locations (OCONUS). It is the intention of CEHNC to award eight performance-based ID/IQ type contracts pursuant to FAR 16.504, of which at least four will be set-aside for small businesses. However, the Government reserves the right to award more, less or none at all.
