- The U.S. Army Corps of Engineers, New England District is issuing a Pre-Solicitation Notice for Emergency Streambank Protection along the Connecticut River (THIS SOLICITATION WAS PREVIOUSLY SOLICITED UNDER SOLICITATION NUMBER W912WJ-13-B-0016). The NAICS code for this procurement is 237990. The estimated construction cost is between $1,000,000 - $5,000,000. The proposed project will restore approximately 1300 feet of riverbank along the Connecticut River in Middletown, Connecticut along the eastern side of the John S. Roth Well Field on River Road. The purpose of the project is to stabilize the shoreline, and prevent further erosion of the riverbank. The project will be constructed under the special continuing authority contained in Section 14 of the 1946 Flood Control Act (as amended). This project will be constructed in partnership with a local, non-Federal sponsor (the City of Middletown), and when completed will be turned over to the sponsor. The construction project will consist of a stone toe along the bank below the water surface which will be buried, and then a layer stone revetment leading up the slope at which point the revetment will become recessed and covered with a layer of topsoil. The stone revetment will be placed only along selected locations of the bank, leaving approximately 30% of the existing floodplain forest intact. Stone protection that will be placed along the bank immediately adjacent to the well field will rest at an approximate 1:2 Vertical to Horizontal slope, which will become embedded, and covered with topsoil. The topsoil will then be planted with native vegetation which will extend to the crest of the slope. The upper crest of the slope will then be planted with native trees. In addition, a series of bendway weirs are planned to be placed at the base of the lower bank within the intertidal area adjacent to the flow of the river. This will not be a continuing contract. This is not a request for proposals at this time. The solicitation requirements and contract documents, including instructions for submission and the response date will be available on or about January 31, 2014. Telephonic, mailed, and faxed requests for hard copies of the solicitation will not be accepted. The solicitation will only be available online.
