- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the Officer in Charge of Construction, Marine Corps Installation East intends to solicit proposals and award a Mechanical Multiple Award Construction Contract (MACC). The work includes, but is not limited to, a wide range of mechanical construction services including demolition, repair, replacement, modification, and new installation of various mechanical systems including HVAC, boilers, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, and incidental work such as general construction, specialty trades, and removal of asbestos or lead contaminated materials. Task orders under the MACC will be design bid build. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, etc. All work under this contract will be performed at Marine Corps Base Camp Lejeune (including the New River Air Station), Marine Corps Installations East, Marine Corps Air Station Cherry Point and other military and government installations/sites under the Marine Corps Installation East Area of Responsibility. The procurement method to be utilized is FAR Part 15 - Source Selection, Tradeoff Process. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal, including past performance and experience information, as well as a price (or cost) proposal for evaluation by the Government. The NAICS Code for this procurement is 238220 and the annual size standard is $14,000,000. Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal. The proposed contract will be issued as 100% small business set-aside. Typically task orders will have an estimated construction cost between $50,000 to $5,000,000. There will be a seed project included in this solicitation. The Government intends to award no more than six (6) indefinite delivery, indefinite quantity (IDIQ) MACCs for Mechanical Projects in North Carolina. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is $5,000 per contract. The Not-To-Exceed amount for the life of all of the contract awards, including options, is $95,000,000. This action will replace contracts for similar services awarded in 2009. Combined task order requirements issued under all seven (7) contracts were not to exceed a maximum amount of three-hundred million dollars ($300,000,000) for the life of the contracts.
