Description
The Naval Facilities Engineering and Expeditionary Warfare Center (EXWC), Port Hueneme, CA intends to issue a Request for Proposal (RFP) under solicitation number N39430-14-R-1409 for requirements support for the structural, mechanical, utility, and related requirements of building, repairing, and modifying communications facilities for the Navy and Marine Corps at various worldwide locations. The proposed contract listed here is 100 percent set-aside for small business (SB). The North American Industry Classification System (NAICS) is 237130 with a size standard of $33.5 million. The estimated release of the Solicitation is February 2014. The purpose of the award entails knowing the Navy operates and maintains several radio communication stations and several other similar facilities for various unique missions, including communication with strategic submarines, training aircrews and testing shipboard systems. Each of these stations and facilities have unique requirements for repair, maintenance and upgrading, as components wear out, as improved designs for components become available, and as mission requirements change. Often located at remote sites throughout the world presenting unique construction and engineering service difficulties, these stations often include large specialized antenna structures, utilize very tall towers, and require specialized power to operate. These stations generally operate as dependent parts of a globally inter-connected communication system with similar facilities and related equipment at each remote site. As an integrated global system, it is often necessary to perform the repair, maintenance and upgrading of these individual stations and facilities considering their integrated global function. The Government intends to award an indefinite delivery indefinite quantity (IDIQ) contract with pre-established labor rates for key personnel positions. There will be a base ordering period of twelve (12) months plus two (12) month option ordering periods, and one (6) month option ordering period. The minimum task order award guarantee amount is $5,000. The Government may award up to three Indefinite Delivery Indefinite Quantity (IDIQ) Construction MAC Contracts to the Offeror(s) whose proposal(s), conforming to the RFP, will be most advantageous to the Government considering tradeoffs between price and non-price factors. The estimated maximum dollar value, including the base year and all options, for all contracts combined is $45,000,000. Task Orders will range between $10,000 and $1,000,000. Task Orders may fall below or above this limit; however contractors are not obligated to accept such Task Orders under the general terms of the contract. Based on the requirements of each specific task order, the contractor shall provide construction and engineering services and all other tasking necessary to repair, modify, upgrade or build support equipment and facilities at one or more Low Frequency/Very Low Frequency LF/VLF communications stations and other similar locations. These requirements may include project development, concept development, design, engineering analysis, preparation of plans, writing of specifications, estimation of construction costs, fabrication, construction, and controlling quality, troubleshooting, overhauling old equipment, procuring new components, equipment installation and testing. The equipment and facilities under this contract are located throughout the world. The contractor shall be required to travel and ensure necessary resources are available to complete each task order. There will be no paper copies of the solicitation issued. Amendment will be posted on the https://www.neco.navy.mil/. This will be the only method of distribution; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov in order to participate in this procurement.
