Description
The National Guard Bureau, Operational Contracting Division (NGB-ZC-AQ) intends to procure Joint Operations Center (JOC) manning services at each of the 54 states and territories headquarters operations center on behalf of NGB. The Government anticipates the award of a single firm fixed-price contract. The anticipated contract will have a base year of nine (months) and two (2) each one (1) year options. This vehicle will fulfill a requirement for the NGB to obtain Joint Operations Center manning services located throughout the continental United States (CONUS) and U.S. states and territories outside the continental United States (OCONUS). The Government anticipates the award of one contract as a result of the request for proposals. These requirements are for Contractor-provided services to independently and not as an agent of the National Guard/Reserve Component (NG/RC), provide all necessary personnel, management, and supervision to support the NGB and each of the 54 States and territories commands with manning to provide situational awareness to the Chief of the National Guard Bureau. The performance work statement shall be provided in with the posting of the solicitation. The JOC manning requirement will be solicited as an 8(a) competitive set aside. The NAICS code for this requirement has been determined to be 541990, All Other Professional, Scientific, and Technical Services, with a Small Business Administration size standard of $14.0 million. This synopsis is provided, in accordance with FAR Subpart 5.201, for the purposes of publicizing this proposed action and is not to be considered a request for proposal. All responsible small business sources may submit a proposal for consideration in response to the final request for proposals (RFP) when it is issued. It is anticipated that the final RFP will be posted under solicitation number W9133L-14-R-0011. The Government may require additional time in order to complete this requirement and therefore the solicitation may not be posted immediately after the minimum 15 day period per FAR Part 5.203.
