Description
A coordinated site visit will be held on Wednesday, February 12, 2014 at 10:00 a.m. Interested Service Disabled Veteran Owned Small Business Contractors shall meet the Project Manager, Mr. Scott Appleton at the NOSC Building 024 to attend this visit. Project Description: The Contractor shall provide all labor, materials, tools, transportation, supervision and equipment required to perform the work including, but is not limited to the following. a. Replace existing aluminum entrance door in Navy Area. Remove existing aluminum doors, door frame, and transom. Replace new aluminum entrance door system with extra heavy-duty level, physical performance level A, with ADA accessible power operators. Contractor shall determine the size, hardware and function of this replacement in field. Door opening are required to be secured at all time when work is not in progress. Openings without installation completed and during replacement shall be covered and insulated with temporary harden walls for security and environmental maintenance. b. Rooms 213, 223, 249, 251, 253, 255, 257, 259, 261 Remove existing carpet, floor tile, cove base, and mastic in Rooms 213, 223, 249, 251, 253, 255, 257, 259, and 261. Install new VCT tile and rubber wall base. Floors should be prepared to receive new vinyl tile and rubber cove base per manufacturer ™s recommendations and comply with the attached specifications. c. Drill/Assembly Hall: Room 113: Remove all paint and coatings from existing concrete floor and prepare concrete floor surface per new floor coating manufacturer ™s recommendations. Apply concrete bonding resurfacing agent (Fortify Concrete Bond or approved equivalent), game lines, and surface hardening floor sealer (Trunano Concrete ARMOR or approved equivalent) on the Drill/Assembly Hall concrete floor. Coating to be applied shall be able to withstand food acids and aromatic solvents after achieving full cure. Coating shall be gloss finish and should have full cure in 7 days. Drill/Assembly Hall flooring to be solid base color with integrated sport court lines for basketball and volleyball. Replace existing overhead door system including tracks, hardware, and all exterior moldings. Provide electrical service including all necessary conduit, wiring, and mounting of controls to support installation of an electric motor door operator to service the new overhead door. Include operators with electric motor, pushbutton controls, all required safety devices, manual chain hoist operator for emergency use, and other accessories necessary for operation. Prepare, patch, and paint all concrete wall surfaces. Remove dirt, splinters, loose particles, grease, oil, and other foreign matter and substances which could impact coating performance as specified for each substrate before application of paint or surface treatments. Wall surfaces to receive (1) coat of latex primer and (2) final coats of final coats of interior grade, low-VOC latex paint, eggshell finish. Repair or replace all other miscellaneous items in the Drill Hall as shown in the drawings. d. Men ™s Head: Room 155 / Women ™s Head: Room 163 Remove all existing toilet partitions and patch any mounting holes in walls and floor from removed partitions; finish to match adjacent surface. Replace with new toilet partition system, including toilet enclosures, room entrance screens, urinal screens, system of panels, hardware, and support components at Toilet Rooms 155 and 163. Reinforce panels for mounting of new toilet paper holders required. e. Computer Lab: Room 213 Reconfigure the electrical distribution within Room 213 to adequately serve the existing computer equipment including installation four (4) power poles as shown in the drawings. All exposed conduit, outlets, and cover plates to be painted to match adjacent surface. f. Workout: Room 135: Reconfigure the electrical distribution within Room 135 to adequately serve the existing exercise equipment including installation of wall mounted conduit and outlets as shown in the drawings. All exposed conduit, outlets, and cover plates to be painted to match adjacent surface. Remove existing metal partition wall, patch and repair existing ceiling and floor after metal partition wall is removed. During floor finishing replacement, if contractor encounters tiles under the existing carpet, remove all the floor carpet and tiles completely down to concrete subfloor. Prepare floor properly according to the new floor finishing manufacturer ™s recommendation before the installation of new flooring. Provide new rubber cove base for all the new floor finish. Asbestos is known to exist or has existed in project construction area. Assume all existing floor tiles, mastic, wall bases, and all wall caulk sealants to be asbestos-containing materials. An Asbestos survey is on file and may be reviewed upon request. Asbestos abatement is included in this project. All incidental lead abatement is included in this project. Assume all paints on the Drill/Assembly Hall concrete floor, and all metal doors and door frame are lead-containing. Contractor shall include all required materials and all other work as required for complete lead abatement as necessary to complete the work. If these materials or any other suspect hazardous materials are discovered in the area of work, stop work immediately and notify the contracting officer. The 88th RSC area Environmental Protection Specialist, Mr. Tony L. Bridges shall also be contacted at 618-823-7623 and/or tony.l.bridges2.ctr@mail.mil kept abreast of all environmental actions impacting this site. If hazardous waste is generated, copies of all manifest, land band disposal restriction notifications, landfill tickets, analysis, shall be provided to the 88th RSC, Mr. Tony Bridges via e-mail at tony.l.bridges2.ctr@mail.mil. Replace all the existing equipment and construction as shown in the drawings. The function of the new replacement equipment and construction shall be the same as the existing, unless noted otherwise. Patch and repaint the walls, floors, and/or ceilings after the new equipment or construction is replaced. Repaint at all interior repairs, equipment replacements, and patched areas. New paint finishes and color/sheen shall match the existing paint in adjacent area. All new paint shall have a minimum of two finish coats. Contractor shall move all furnishings and equipments from the construction area in each phase and return furnishings equipments when the work phase has been completed. Any newly-installed or replacement electrical equipment in the building shall be tested to determine the proper operation. Contractor shall connect/reconnect the feeders and branch circuit conductors to their respective circuit breakers in the existing panels, or provide new panels as required. Contractor shall provide all ancillary electrical associated with work indicated in the documents. Contractor shall verify existing line voltages against those indicated in the documents prior to procuring new electrical items. Notify Contracting Authority immediately of any discrepancies. Existing circuits which were disturbed during demolition/ replacement shall have circuit wiring and power restored back to original condition. All electrical installations shall be in accordance with the latest edition of NEC, NFPA, UL, federal and local codes. All new conduit and wiring in finished areas shall be concealed within walls or ceiling spaces except where not possible due to existing conditions. Notify Contracting Authority when conduit or wires cannot be concealed in walls or ceilings of finished spaces. Any exposed to view conduit, wiring, wire moulds, or similar installed without prior approval from Contracting Authority will be rejected. Paint any new exposed conduit to match the adjacent surface, unless noted otherwise. Reinstallation of all systems shall be executed in a careful, neat and proficient manner in compliance with accepted trade practices by personnel skilled in the work to be done. Provide a complete test to determine the proper operation of all reinstalled facility systems. Provide all miscellaneous repairs or replacement as indicated in drawings. Unless indicated specifically in the Contract Documents, all work shall comply with the strictest of the following: applicable codes and regulations, industry standard practices, manufacturer recommendations and requirements, and recommendations of industry associations. The Solicitation is scheduled to be posted on or before February 3, 2014.
