Description

NOTE: This pre-solicitation notice replaces in its entirety pre-solicitation notice VA257-13-R-1589. VA North Texas Health Care System (VANTHCS) anticipates awarding a Firm Fixed Price Construction Contract for the Dallas VA Emergency Room Expansion Project. The project number is 549-701 and is located at the VA Medical Center, 4500 South Lancaster Road, Dallas TX 75216. Work shall consist of, but not limited to; the renovation of approximately 15,00 square feet of existing clinical space and construction of approximately 20,000 square feet of new space to accommodate the Emergency Room Department and its associated services. The contractor shall be responsible for, but not limited to, furnish all labor, tools, and materials, equipment and supervision to construct the following: New Space - Emergency Department (ED): The Contractor shall provide construction services for a replacement Emergency Department that includes; Mental Health Acute Psychiatric Care, new Police Operations area with metal detection entry, and an Emergency Management and Decontamination Suite. The ED will include observed Mental Health seclusion exam rooms and monitored MH waiting area. The new ED building will displace and or affect existing parking lots, drives, walkways and access to Buildings 2 and 2J. Construction of the new ED building will require maintaining a view of Building 1 in support of state historic requirements. Construction will include revisions to impacted parking lots, entrances, drives, paving, sidewalks, landscaping, and tie-ins to existing buildings. Existing Space - Emergency Room (ER) Renovation: The Contractor shall provide construction services for renovation of the existing ER Building 2J. Area will be utilized to expand MAS Admissions/Patient Reception and Volunteer Valet Program (wheelchairs, escort service, and handicap parking). Construction for the renovation of the existing ER space will expand MAS Reception to improve flow of daily operations, patient check-in, improve patient satisfaction, improve SHEP scores, and support the new ER, Police, and Decontamination and Medical Disaster Emergency Reponses programs. The period of performance is 455 calendar days after receipt of Notice to Proceed (NTP) The method of procurement shall be a Request for Proposal (RFP) in accordance with Parts 15 and 36 of the FAR, with an estimated solicitation release date of on or about March 3, 2014 and a proposal due date on or about April 14, 2014. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent RFP solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the RFP, Specification, and Drawings. This procurement is a competitive offer and the solicitation will be advertised as 100% set-aside for Service Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The NAICS Code is 236220, with a business size standard of $33.5 Million. Probable Cost Range: $5,000,000.00 - $10,000,000.00
