Description
This is a Request for Information (RFI) as defined in FAR 15.201(e). The National Park Service is requesting information regarding the availability and feasibility of expanding cellular and broadband access to specified locations within the Grand Teton National Park (GRTE) and John D. Rockefeller Memorial Parkway (JODR). Services include both wired (fiber optic) and wireless communications infrastructure. Wireless services coverage in GRTE/JODR is required ONLY for specified locations, and should use best available technology to provide coverage using unobtrusive infrastructure appropriate for a national park renowned for its scenic landscapes. New wired service would provide the long haul capacity for the wireless services, as well as National Park Service owned & operated fiber optic infrastructure. Wired service extending through the JODR is also expected to continue into Yellowstone National Park and provide a basis for further wired and/or wireless infrastructure in Yellowstone Park. Exhibit 1 provides further detailed information on infrastructure requirements to interested vendors. Exhibit 2 provides a diagram indicating the location of specified locations in GRTE and JODR. For this RFI, the National Park Service is interested in determining whether or not potentially new, current, and future domestic service providers are interested in pursuing the identified expanded telecommunications services; and in determining new or emerging techniques or equipment that may allow economically viable telecommunications infrastructure expansion under the special conditions (climate, environmental compliance and aesthetics) of Grand Teton National Park. Process: This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for the National Park Service in expanding the commercial and government telecommunications services in Grand Teton National Park and Yellowstone National Park. Interested parties should review the attached documents and reply no later than April 1, 2014. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is confidential. Response to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. 'This Request for Information does not in any way imply a planned or pending procurement action by the United States government, nor does it supersede provisions of federal law or National Park Service policy for obtaining telecommunications rights-of-way.'
