- This is a SOURCES SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards & Technology (NIST) is seeking vendors who can provide a Positron Annihilation Lifetime Spectroscopy (PALS) system for use in measuring the free volume of polymeric materials, including but not limited to internal voids in high strength fibers such as polyaramids. After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small business resellers are identified during this market research stage, then any competitive procurement that results will be conducted as a small business set-aside. The PALS system shall have a resolution of at least 200 picoseconds. The system shall include the necessary radioactive source(s) for operation of the device. Licensing information for the radioactive source shall also be supplied to NIST. The system shall include all necessary detectors, power supplies, analyzers, stands, cables and other such equipment required to perform a PALS experiment. Installation, training, and technical support for the PALS instrument shall also be included. A computer system is not required; however specifications for the appropriate computer system to drive the instrument are necessary to allow NIST to purchase a suitable computer. Specific laboratory and facilities requirements for the instrument shall also be specified so that NIST may make appropriate modifications for the intended instrument location. Vendors must provide detailed information, which demonstrates that the requirements above can be met, indication of delivery timeline after receipt of the order, indication of whether the required system is available on one or more GSA Federal Supply Schedule contracts (if so, the GSA FSS contract numbers), and any other information considered pertinent to the requirement above to Adam Powell, Contract Specialist, at the National Institute of Standards and Technology, Office of Acquisition and Agreements Management, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Vendors shall identify their business size in accordance with North American Industry Classification System (NAICS) Code 334516 - Analytical Laboratory Instrument Manufacturing; the Small Business Size Standard is 500 employees.
