- The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), intends to issue a competitive Request for Quotation (RFQ) in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures (SAP). The Volpe Center is providing continued support to the National Highway Traffic Safety Administration (NHTSA) Alcohol Countermeasures Program to further reduce incidents of driving while intoxicated (DWI) through the development and evaluation of measurement techniques for alcohol on the breath, development of performance guidelines for breath measurement devices, testing of instruments intended for police use, and technical support of demonstration and research programs. The contractor must be proficient in alcohol device testing and Alcohol Countermeasures Laboratory practices. A complete statement of work will be set forth in the RFQ. Issuance of the RFQ will be on or about February 10, 2014. The applicable North American Industry Classification System (NAICS) code for this requirement is 541990 and the small business size standard is $14M. A firm fixed priced purchase order is anticipated. Interested firms must submit a written capability statement to the point of contact identified below this notice providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. Telephone calls made in place of the required documentation will not be accepted. NOTE: All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Contractors may access the Central Contractor Registration (CCR) via the System for Award Management (SAM.Gov) to register and/or obtain information about the registration process. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The DOT's Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
