- The Justification and Approval (J&A) authorizes and approves the award of a Firm Fixed Price contract to Northrop-Grumman, Woodland Hills, CA in support of the H-1 Weapons System Support Activity (WSSA), China Lake, CA. 10 U.S.C. 2304(c)(1) provides the statutory authority permitting other than full and open competition as only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA hereby awards a Firm-Fixed-Price contract to Northrop Grumman Guidance and Electronics Company, Inc., doing business as Navigation Systems Division, CAGE 06481, 21240 Burbank Blvd, Woodland Hills, CA 91367-6675 on an other than full and open competition basis. This contract is for low rate initial production (LRIP) of 45 Technical Refresh Mission Computers (TRMC) to be used as flight test assets for the H-1 aircraft, system integration laboratories, and training devices based on System Configuration Set (SCS) life cycle phase for the Marine Corps H-1 aircraft.
