Description
** The purpose of this modification is to modify paragraphs 5.2.2 and 5.5 from the SOW.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.0 This Statement of Work (SOW) details the lease of Non-Tactical Vehicles. 2.0 Specifications: The Contractor shall furnish all management, supervision, personnel, training, equipment, material, supplies and any other items needed to provide the required commercial vehicles and vehicle support specified herein. Subcontracting is not authorized under this agreement. The rental company shall own the vehicles leased, and vehicles must be available at 0800 hrs on the specified date. 3.0 Description: Total requirement for this SOW shall be 35 SUV-vehicles, 6 (four door) Trucks, 4 (15PAX) Vans as describe on item 5.1 below in support of the FUSED RESPONSE 14. 4.0 Period of Performance: 18 February 2014 - 15 March 2014 5.0 Specific Tasks 5.1 Description of the requirement: The Contractor shall provide 35 SUV-vehicles, 6 (four door) Trucks, 4 (15PAX) Vans, diesel or gasoline and delivered with a full tank of fuel, automatic or shift transmission, automatic is preferred 5.2 Vehicles must be ready for pickup according to the below schedule: Pick-up DateTypeQtyPeriod of Performance Feb 18SUVs (4x4)2Feb 18-Mar 15 Feb 18Trucks (4doors)1Feb 18-Mar 15 Feb 24Trucks (4doors)4Feb 24-Mar 15 Feb 24Van 1 Feb 24-Mar 15 Feb 24SUVs (4x4)4Feb 24-Mar 15 Mar 1Truck (4 Doors)1Mar 1- Mar 15 Mar 1Van 3Mar 1- Mar 15 Mar 1SUV (5-4x4, 24-2x4)29Mar 1- Mar 15 5.2.1 Vehicles shall be ready for pick-up at Price Barrack or any other location agreed upon by the Contracting Officer prior to delivery. Vehicles will be returned to the Contractor at Price Barracks or other location agreed upon by the Contracting Officer. 5.2.2 All vehicles shall be at not more than two (2) years old at the time of rental. Vehicles shall be in excellent running condition, with all routine services performed prior to rental. The government reserves the right to reject any vehicles that have warning lights indicated on the dashboard. 5.2.3 Vehicles shall be leased with unlimited mileage/kilometers throughout the course of this contract. 5.3 Maintenance: 5.3.1 In the event of vehicle break down within the Belize District limits, assistance shall arrive with 2-hrs of the call from the US Government. In the event of vehicle break-down outside the Belize District limits, assistance shall arrive as soon as possible but no later than four (4) hours of the initial call from the US Government representative. In either case, the US Government shall not incur any charges for towing. 5.3.2 Routine services and maintenance shall be scheduled by the contractor so as not to interfere with mission schedule. Operators will not be required to take the vehicles to the vendor maintenance location at any time. The U.S. Government will fuel and maintain fluid levels as defined in the operator manual instructions provided with vehicles during the rental period. 5.3.3 In the case of any type of accident or damages to the vehicle or if the vehicle is stolen, a government representative will obtain a full police report which will be turned over to the Contractor for insurance purpose and will also send a copy to the Contracting Officer. A full report along with photos shall be reported to the Contracting Officer within the first 24-hrs of the accident or damages to the vehicle. 5.4 The U.S. Government is responsible for all fuel costs, road tolls and parking fees associated with the vehicles. 5.5 SAFEY AND MAINTENANCE: The Contractor shall comply with all local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and U.S. Government property from damage. Each vehicle provided shall be equipped with standard safety equipment as required by local Belize transportation laws, and shall include, at a minimum, headlights, brake lights, seatbelts, rear view mirrors, windshield wipers, parking brake, horn, serviceable spare tire, jack, tire tools, tow straps, battery jumper cables, emergency warning device such as emergency warning triangles, and no cracks or breaks in the windshield. Both exterior and interior of the vehicles must be free of excessive soil, rust and damage. 5.6 Inspection: All vehicles shall be jointly inspected at the time of delivery and return by a Government Representative and Contractor Representative to identify vehicle condition and ensure compliance with security regulations. 5.7 Insurance: The U.S. Government will not assume liability for damages or injuries to third parties as a result of vehicle malfunction. The contractor shall have liability insurance as prescribed in the clause at FAR 52.228-8. 5.7.1 The Contractor shall provide evidence of the insurance within five (5) days after contract award for the vehicles to be used in performing the duties outlined in this SOW. In addition, the Contractor shall notify the Contracting Officer in writing of any material change, expiration or cancellation of any insurance policies. 6.0 General: 6.1 Location of use: All approved training sites and in the performance of other official duties. The vehicles will be used to transport personnel and equipment in the Belize District and throughout the country. 4x4 vehicles must be able to be able to traverse the Mountain Pine Ridge Forest Reserve and surrounding area. Any vehicles not suitable for these conditions must be clearly identified prior to contract award. 6.2 Hours of Operation: The Contractor shall be responsible for providing all services for the use of the vehicles 24-hours a day, 7-days a week for the duration of the contract. The Contractor shall at all times maintain an adequate amount of vehicles for the uninterrupted performance of all needs defined within this performance of work. 6.3 Security Requirements: Contractor shall maintain security awareness at all times. The Contractor shall not release any information pertaining to the contract to third party personnel. All information shall be maintained under control at all times between the Contractor and the Contracting Officer. No other personnel shall have access to the information. Violation of any security issues will be grounds to terminate the contract immediately. 6.5 Key Control: The Contractor shall not give the control of vehicle keys to anyone else not connected to this contract or with the US Government. All extra keys, (if any) must be control by the Contractor at all times. 7.0 Cancellations/Additions: The US Government reserves the rights to reduce or increase the number of vehicles provided during the period specified in this contract. If this occurs, a minimum of 48 hrs notification will be provided to the Contractor. Cost under the contract will be reduced or increased accordingly based on the prorated vehicle price.
