- The Olmsted Major Lock Rehab project is located in Olmsted, Illinois on the Ohio River. The twin 1200-ft long locks are in need of rehabilitation to return them to reliable functional condition. This contract includes the unwatering of two lock chambers to complete the following features of work: cleaning of miter gates and culvert valves in preparation for structural inspection by USACE; extension of two maintenance bulkhead reinforced concrete sills located on the floors of the lock chambers; replacement of air bubbler and grease lines located in the lock chambers along with solenoid valves on the bubbler system; the repair of culvert valve latching bars; the addition of a culvert valve support beam. Further included in this contract is the removal, modification, fabrication, installation and testing of the sixteen (two per miter gate recess) miter gate latching devices. This work includes fabrication of sixteen new miter gate latching cylinders to be installed as part of the miter gate latching device modification plus the fabrication of four spare miter gate latching cylinders. The work includes modifications to hydraulic piping and control wiring to connect to the sixteen installed new miter gate latching cylinders. Machine work to modify existing latch pin components and fabrication of new latch pin components is in the contract. Also included is the replacement of eight cylinder enclosures to house the exposed latching cylinders. This contract will also include miter gate and culvert valve hydraulic cylinder replacement. Ten new miter gate and ten new culvert valve cylinders will be manufactured per the contract specification. Eight miter gate and eight culvert valve cylinders removed from the lock chambers, and replaced with the new hydraulic cylinders. The remaining two new miter gate and two new culvert valve cylinders are to be furnished and placed in storage as spares. The contract includes all effort to remove, fabricate, ship, install, and test hydraulic cylinders. The work will require testing of control wiring electrical conduits for leaks and replacement of control wiring in those conduits. In addition under this contract the control system for the Locks shall be replaced. The existing PLC control system shall be replaced with new PLC control system and programming logic. The contract includes HMI screens (terminal control screens), interlocks, PLC equipment and environmental considerations for equipment. This also includes new computers and ethernet hubs. Communications cabling may also have to be replaced. This would include ethernet cabling in the I/O racks and main PLC cabinets, as well as fiber optic cabling routed throughout both locks. Lastly, under this contract new stairs and platforms for access to Lock piers shall be provided. This work shall include design as required by notes, fabrication, delivery and installation of new stairs. With the exception of the new stairs and platforms, onsite work shall be executed on one Lock chamber at a time. One Lock chamber must remain functional at all times while work on the other chamber is under way. Contract duration is set at 1095 days. The intent is to complete work on one Lock chamber during low water season (approximately June through November but the season's duration may vary widely depending on regional snowfall and rainfall, and river conditions) in 2015. The intent is to complete the second Lock chamber during low water season 2016. The intent is for preparatory work for first low water season to begin in 2014. Preparatory work shall consist of but not limited to design of the new Lock control system, along with fabrication of hydraulic cylinders as outlined in plans and specs. Neither lock chamber can be unwatered in 2014. This procurement will be unrestricted. The proposals will be evaluated based on the Best Value Trade-off Source Selection Process. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. Proposals will be evaluated by the Government in accordance with the criteria listed in the solicitation. All evaluation factors, other than cost or price, when combined, are more important than cost or price. The estimated price range is $5,000,000.00 and $10,000,000.00. The North American Industry Classification (NAICS) code is 237990, with a size standard of $33.5M. The construction contract duration is approximately 1,095 days.
