- The Bureau International Narcotics and Law Enforcement Affairs, Department of State, is issuing a combined synopsis/solicitation for Combat Trauma Training with Live Tissue for elements of the Government of Ecuador. The Government contemplates awarding a Single Award Firm-Fixed-Price contract for one (1) initial training and four (4) optional trainings within a twelve (12) month period using commercial item procedures under FAR Part 12. Proposals must reference synopsis/solicitation # SINLEC13Q0012. If you intend to submit a proposal you must ensure that all requested materials are attached with your submission. Award will be made based on the best value to the Government. Products and services sought under this solicitation fall under NAICS code 611430 Professional and Management Development Training. Place of performance will be in one or more locations in the Republic of Ecuador. All questions must be submitted via e-mail to henriksenc@state.gov by through 9:00 A.M. (local Washington D.C. time) 29 January 2014. No questions will be answered if received after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation. All awards will be based on the following criteria in descending order of importance: 1) Management Approach and Technical Capabilities 2) Organization Experience 3) Past Performance 4) Cost/Price. Technical merit (captured in the first three (3) evaluation factors enumerated above, taken together) is significantly more important than Cost/Price. Send the proposal via e-mail to henriksenc@state.gov no later than 1:00 P.M. (local Washington D.C. time) on 6 February 2014. This combined synopsis/solicitation has incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-72, Effective 01 Jan 2014. This announcement will be the only solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is not a new requirement. It is a re-post of a requirement previously posted elsewhere for which no acceptable responses were received.
