Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties in any of the following categories: U.S. Small Business Administration (SBA) certified 8(a), HUBZone Small Business (HUBZone), Woman Owned Small Business (WOSB), Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability to perform. The solicitation number for this Notice is N69450-14-R-0TBD entitled Replace Electrical Feed Project at Naval Air Station (NAS) Whiting Field, Florida. The Naval Facilities Engineering Command Southeast (NAVFAC SE) located in Jacksonville, Florida will be the procuring agency for this project and intends to ultimately award a Firm Fixed Price (FFP) Design Build construction contract between $5M to $10M. The NAICS code for this solicitation is for 237130 Power and Communication Line and Related Structures Construction, this industry comprises establishments primarily engaged in the construction of power lines and towers, power plants, and radio, television, and telecommunications transmitting/receiving towers. The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this group if they are engaged in activities primarily related to power and communication line and related structures construction. All structures (including buildings) that are integral parts of power and communication networks (e.g., transmitting towers, substations, and power plants) are included. The Small Business Size Standard is $33,500,000. There is no bid package or solicitation. No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Government will use responses to this SOURCES SOUGHT Notice to make appropriate acquisition decisions. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be 5 to 6 pages. Project Description: This project will replace the main underground medium voltage feeder cables from the local utility company's substation located at the east gate of NAS Whiting Field to the main switchgear. Project includes construction of a new medium voltage duct bank system, including manholes and concrete encased duct bank. The route of the replacement duct bank includes directional drill under existing taxiway, drainage ditches, spillway, and existing duct bank. Removal of existing medium voltage cabling will require proper handling of the existing paper insulated lead coated (PILC) cabling and proper handling for removal and disposal of asbestos containing materials. The existing duct bank will be abandoned in place after removal of the existing cables. This project will provide a new medium voltage structure (H structure) to support the new main feeder connections, expand the required grounding grid and fenced area for the replacement structures, and provide new re-closers to serve the new feeder conductors. This project will also provide a new overhead connection to the existing feeders at the new switching structure. This project will remove and replace one existing main electrical switchgear lineup consisting of nineteen (19) compartments in the high bay area of a building. The new switchgear will be installed on a 6" concrete pad approximately 1,000 feet from the exterior of the facility. The pad mounted switchgear will be sized as required to accommodate the four feeders and distribution circuits. Power poles and aerial conductors will be reworked and upsized to become main lines to replace the overhead laterals to the switchgear. Electrical wiring, grounding, cross arm supports, insulators, connections and terminations, testing and commissioning will be provided. The new switchgear line-up will be standalone walk-in type switchgear. Overhead circuits will be fed directly from the new switchgear line-up via underground connections to risers and overhead extensions. The new switchgear will be installed in the new location prior to demolition of the existing switchgear to minimize any outages required. The overhead lines will be reworked to remove the existing primary connections to the circuits and provide redundant switching capabilities. Load monitoring and profile will be provided to determine the existing demand load of the three circuits (north, south, and west). The government is only seeking a 2 to 6 page response. The information which must be contained in your response is as follows: 1) Provide company information to include name, address, phone number, email address and DUNS number. 2) Business size and socio-economic program (Small Business, HUBZone, 8(a), SDVOSB, etc); 3) Bonding Capacity: Provide surety's name, telephone number and point of contact, your maximum bonding capacity per project. In addition to the general information above, interested offerors must provide the following specific information: 4) Provide a minimum of two projects performed as a Design-Bid-Build Prime contractor within the last seven years of similar size, scope and complexity as the work indicated above. Indicate project specifics and provide references with names, email addresses and phone numbers. 5) Provide recent project examples demonstrating the capability to remove/replace electrical feed system projects with a value of approximately $5 to $10 million. The Government will make a determination on whether to limit competition based on the analysis conducted on the responses received. The Capabilities Statement for this Sources Sought Notice is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities Your response to this sources sought announcement must be received by 3:00 pm ET on 14 February 2014 and may be received electronically.
