- The Naval Air Systems Command (NAVAIR) intends to award a sole source production contract to BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, NY (BAE) for FY14-17 production and delivery of AN/APX-117, AN/APX-118 and AN/APX-123 Common Identification Friend or Foe (IFF) Digital Transponder (CXP) Systems and associated equipment. The applicable NAICS Code is 334511, "Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing". This requirement includes production, test, and delivery of AN/APX-117/118(V) systems, Mode 5 capable AN/APX-123(V) systems, Mode 5 retrofit kits, System Replaceable Assemblies (SRAs) including Receivers/Transmitters, Remote Control Units and/or Mounts, related logistics and engineering support services including support for weapons system platform integration and installation requirements, repairs, technical data, and Engineering Change Proposals (ECPs). The FY14-17 contract will include a basic requirement planned for award in September 2014 which will procure quantities of up to 10 AN/APX-118s, 111 AN/APX-123s, 33 Mode 5 Kits, and 39 SRAs. The contract will also include three (3) one-year Options for additional quantities planned for award in FY15, FY16 and FY17 which will procure quantities of up to 73 AN/APX-117s (53 in FY15, 10 in FY16, and 10 in FY17), up to 30 AN/APX-118s (10 in FY15, 10 in FY16, and 10 in FY17), up to 1,591 AN/APX-123s (661 in FY15, 521 in FY17, and 409 in FY17), up to 1,279 Mode 5 Kits (217 in FY15, 638 in FY16, and 424 in FY17), and up to 158 SRAs (51 in FY15, 48 in FY16, and 59 in FY17). The quantities listed above are approximations and may be increased slightly if funding permits. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems is the original designer, developer, and manufacturer of the AN/APX-117/118(V) and AN/APX-123(V) systems. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
