- This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within NAVFAC Washington to facilitate the decision making process. This is a survey of the market of potential local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB). Based upon this survey a decision will be made whether to issue the proposed solicitation for the types of firms indicated above or to issue as full and open competition (unrestricted). This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. NAVFAC Washington is seeking SBA certified 8(a)s, SBA certified HUB Zones, SBA certified SDVOSBs, SBA certified WOSBs, and SBA certified EDWOSBs with current relevant experience with Multiple Award contracts to furnish biological environmental services for a variety of natural resource surveys, investigations, management plans, Environmental Assessments, and control of exotic/nuisance species for Naval Facilities Engineering Command (NAVFAC) Washington, Washington, D.C. and its customer activities in Maryland, Virginia, Pennsylvania, and Washington D.C. The scope of this contract covers a wide range of biological environmental services intended to satisfy state, federal and county regulatory requirements associated with operations and management on federal property. The contractor shall complete all services in accordance with a variety of applicable laws such as: the Sikes Act, the Clean Water Act, the Endangered Species Act, the Marine Mammal Protection Act, the Migratory Bird Treaty Act, the Legacy Resource Program, Magnuson-Stevens Fishing and Conservation Management Act, the National Historic Preservation Act, and the National Environmental Policy Act of 1969. Work must also be in compliance with Department of Defense regulations OPNAVINST 5090.1(series), DODINST 4715.3, DODINST 7310.5 and the NAVFAC P-73 Real Estate Manual, Vols. I and II. Additionally, appropriate state laws and regulations governing cultural resources management shall be taken into account in completing biological resources investigations and reports. The following are examples of the services that may be requested under this contract. These examples are not intended to represent all of the types of services, which may be requested. • Wetlands Delineations and Studies -including background research, surveys, jurisdictional determination support, permit application support, technical regulation review support and, mitigation assessment, monitoring, planning and design. • Coastal Zone Management, Consistency Determinations and Shoreline Studies, including investigation of shoreline erosion, dune management and development of shoreline stabilization plans. • Benthic Communities and Water Quality Studies, including finfish and benthic organism surveys, evaluation of biological toxicity by performance of bioassay, sediment and water analysis and formulation of management strategies. • Rare, Threatened and Endangered Species Surveys, assessments and consultations including background research and field survey efforts in support of Integrated Natural Resource Management Plans (INRMPs) projects, development of species management strategies, conducting biological assessments to support biological opinions and/or mitigation plans, etc. • Landscape Design/Management including the preparation or review of landscape designs and/or landscape management plans. • Aerial Photogrammetric and GIS Mapping. • Natural Resource Damage Assessments - conduct assessments of damage to natural resources resulting from hazardous waste release or oil spill, or as a result of a natural disaster. • Forest Inventories and Studies including traditional timber inventories, urban shade tree inventories and, timber stand improvement, reforestation and fire management plan development. • Development of Integrated Natural Resource Management Plans (INRMPs) including the preparation of National Environmental Policy Act (NEPA) documentation on the Plan. • Bird Avoidance Modeling/Bird/Aircraft Strike Hazard (BAM/BASH) support including conducting airfield safety assessments for bird control, development of BASH management strategies, training for implementation of bird/wildlife control procedures, using remote sensing technologies for BAM development, analysis of bird aircraft strike data, professional witness for legal actions, technical assistance for aircraft mishap investigations involving bird/wildlife strikes, and BASH evaluations for environmental assessments and impact statements. • Marine Resources Tasks involving species/habitat protected under the Endangered Species Act, the Marine Mammal Protection Act, the Magnuson-Stevens Act, and other applicable Executive Orders involving marine mammals, essential fish habitat and coral reefs. Tasks may include literature review and data searches, aerial, shipboard or underwater surveys, assessments to determine acoustic and physical impacts, coordination with other Federal agencies, analysis of data and technical assistance to ensure Navy compliance, and preparation on any necessary consultation packages or permits. • Brochures and Presentations. • Miscellaneous Biological Resources Services including the preparation of condition assessments, evaluations, engineering evaluations, maintenance plans, management plans for conservation areas, Ecological Reserve Area nominations, baseline assessment surveys, training programs and workshops and compliance assistance. • Environmental Assessments (EAs) for proposed federal actions, intended to satisfy requirements of the National Environmental Policy Act (NEPA). • Conduct Phase I, II and III cultural resource investigations/surveys reports evaluating historic/archaeological resources. • Develop management strategies for, treat and/or eliminate exotic/nuisance plants or animals species. NAICS code is 541620-Environmental Consulting Services with a small business size standard of $14 million. The proposed contract will be for a base period of one year and four (4) one-year renewable options, resulting in the contract performance period of a maximum of 5 years. The estimated total contract price for the base year and four (4) option years combined is $7,500,000. Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 3 years (from the date of this announcement) demonstrating your experience under this NAICS as indicated in this announcement with a cost range of $2,000 to $500,000. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work; type of contract (IDIQ or other); a narrative description of the work provided by your firm; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract. 4. Include a copy of your company's SBA profile from http://dsbs.sba.gov and your company's System for Award Management (SAM) printout from https://www.sam.gov.
