Description
Request for Information (RFI) 012014 Command, Control and Communications Engineering Center (C3CEN) Chartplotter/GPS for the United States Coast Guard CONTRACTING OFFICE ADDRESS The United States Coast Guard (USCG), Command, Control and Communications Engineering Center (C3CEN), 4000 Coast Guard Blvd., Portsmouth, Virginia. GENERAL INFORMATION The USCG, as a member of the Department of Homeland Security (DHS), invites industry to respond to this Request for Information (RFI). This RFI is not a request for competitive proposals. This RFI does not constitute a commitment, implied or otherwise, that the USCG will take procurement action in this matter. Further, neither the USCG nor the Government will be responsible for any cost incurred in furnishing this information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The intent of this request is to survey the commercial market and determine the availability of a Commercial-Off-the-Shelf (COTS) Chartplotter with integrated GPS for installation on 17' cutter boat mediums (CB-Ms). Information obtained shall be used to make decisions regarding the availability of a COTS Chartplotter with integrated GPS meeting commercial and military standards. The USCG will use the results received from this RFI to determine interest that may lead to vendors capable of meeting stated capabilities and supportability requirements. It is requested that submissions responses to this RFI contain pertinent information regarding COTS Chartplotter/GPS capabilities, specifications, design names/descriptions, applications and other remarks pertaining to remote communications capabilities, warranty, support available, and other pertinent information. DESCRIPTION: The provision of information in response to this RFI shall assist the USCG to determine the availability of an available COTS Chartplotter with integrated GPS. Specifications: Proposed systems must meet or exceed stated requirements: The Coast Guard is interested in replacing the current Chartplotter/GPS which must meet the following GENERAL SPECIFICATIONS: 1. Physical dimensions - no larger than: Width: 6.5; Depth: 6.75 (including cables); Height: 6.5" including bracket 2. Screen Size - between 5.5" and 6" 3. Weight- less than 2 pounds 4. Power input-12VDC Nominal 5. Resolution-At least 640 x 480 VGA Backlit LED 6. Mounting options: Bracket or flush mountable 7. Viewing angle - a. Left/Right: no less than 50 Degrees b. Top/Bottom: no less than 50/50 Degrees 8. GPS Antenna: Internal 9. Charting Software: At least Navionics Gold US Coastal Marine Charts 10. Transducer sonar module specifications: a. Must be internal to display b. Transmit power up to 600 watts c. 0- 3000 depth range 11. Transducer specifications: a. Compatibility with fiberglass or aluminum b. Frequency: at least dual frequency 200 and 50 kilohertz. c. Thru-hull transducer: Plastic, low-profile, 2" diameter; cable length no less than 25ft d. Transom mount transducer: plastic; cable length no less than 25 ft. 12. Environmental: a. Relative Humidity - Maximum 75% b. Operating Temperature - at least -10 degrees F - 120 degrees F. c. Waterproof rating- IPX6 and IPX7 The proposed system shall have a compass safe distance of less than 14 inches on both right and left sides, as well as top and bottom. The proposed system shall also be capable of interfacing with Navigational sensors via both National Marine Electronics Association (NMEA) 0183 and 2000 standards and Automatic Identification System (AIS). REQUIRED RESPONSES: Limit RFI responses to 10, single-sided, single-spaced pages. Responses must be unclassified. Any proprietary information provided must be marked to protect such data. *Please provide your Companies DUNS and Cage Code Numbers with your response. Note: See format and page limitations and submission criteria set forth below for additional instructions. FORMAT & PAGE LIMITATION: Your submittal should be provided on standard letter size 8-1/2 by 11 inch paper, limited to a maximum of 10, single-sided, single-spaced pages. The font for text should be Times New Roman 12-point or larger. The Responder may use oversized pages (including "foldouts") where appropriate to contain graphic presentations. Oversized pages do not count as extra pages within the page limitations. Submitted responses should be in Microsoft Word or Adobe Acrobat format. Existing commercial documentation and product literature can also be submitted and is not subject to a page limitation. Responses to this RFI are due no later than 7am est February 11, 2014. If late information is received, it may be considered by the Government reviewers, depending on agency time constraints.
