Description
The 409th Contracting Support Brigade, Theater Contracting Center, Kaiserslautern Germany, is interested in establishing a maximum of four Blanket Purchase Agreements (BPA) per locations listed below to provide ambulance services. The period of performance for the BPA will be five years from the date of issue. The BPA requirements are as follows: 1. GENERAL DESCRIPTION: a. The Contractor shall furnish the necessary personnel, materials, and services to provide ambulance services for the Wiesbaden, Baumholder, Stuttgart, and Heidelberg Department of Defense Dependent Schools (DoDDS) High School sporting events at the various locations within the United States Army Garrisons Wiesbaden, Baumholder, and Stuttgart. b. The Contractor shall provide one ambulance vehicle, one trained medical technician, and one ambulance driver. The vehicle, medical technician, and ambulance driver shall be present before the start of each DoDDS high school sporting event. Sporting events will last anywhere from approximately four to a maximum of nine hours. Ambulance must be on site a half hour prior to the start of the event. Ambulance personnel must be fluent in English to communicate effectively with patients and applicable points of contact. Contractor must be able provide coverage for games when given at least seven days notice. 2. ADDITIONAL INFORMATION: a. Typical sporting event injuries that may be treated include but are not limited to: sprains, muscle pulls and tears, broken bones, and possible neck and back injuries. The assigned ambulance personnel will provide on-site medical treatment for minor injuries such as minor cuts and bruises that would not require evacuation for further medical treatment. Should medical evacuation be required to save life, limb, or eyesight, the vendor shall evacuate the casualty to the nearest available MTF and return to the DoDDS activity. If a casualty requires evacuation for an injury that does not threaten life limb or eyesight, the vendor will stabilize the casualty, request evacuation from the nearest MTF, and resume support of the DoDDS sporting activity once the casualty has been transferred. This purchase request will not exceed a period of one year. b. Military school liaisons will request the contractor service for sporting events and provide event schedules to the Contractor as they are finalized by the supported DoDDS High Schools. The Contractor will provide invoices for payment of all services performed. c. Services will provide support for the following games, players and duration: 1) Football. Coverage for 11 players per game with an average game duration of 6 hours. 2) Soccer. Coverage for 11 players per game with an average game duration of 6.5 hours. 3) Basketball. Coverage for 5 players per game with an average game duration of 3hours. 4) Wrestling: Coverage for 40 total wrestlers per match with an average total match time of 10.5 hours. We are seeking a maximum of four qualified companies per location with which to establish the BPA. Receiving a BPA will be based upon the company's ability to meet the criteria identified above. If four or less qualified companies indicate an interest in a BPA, the government may reserve the right to award a BPA to all qualified companies. In the event we receive more than four responses, the Government may request and evaluate past performance references. The government reserves the right to award up to four BPA's per location to the companies with the highest past performance rating. Should an evaluation of past performance result in more than four companies remaining equally eligible, award of BPAs shall be made by drawing of lots limited to those equally-eligible companies using procedures found in Federal Acquisition Regulation (FAR) 14.408-6. Once BPAs are established, each individual requirement for ambulance service will be filled by making a call to a qualified vendor. There is no guarantee that a contractor will receive any orders against their BPA. Companies interested in receiving a BPA must provide evidence of their qualifications for meeting the requirements as specified above. If your firm is capable and qualified to provide the supply, respond in writing to the point of contact indicated within this announcement no later than 12 February 2014. All interested business concerns shall indicate their interest in a potential BPA by providing the company name, mailing address, telephone number, cage code, DUNS number and electronic mail address to the point of contact. Interested business concerns shall also submit appropriate written information and/or data supporting their capability to perform as required. For the purpose of a potential BPA, the North American Industrial Classification Code is 621910. Orders written against a BPA are anticipated to be firm-fixed price.
