Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12.6 and (FAR) Part 13 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation. Firm, Fixed-price offers are requested under this Request for Quotation (RFQ). The US Geological Survey (USGS) Saint Petersburg, Florida Coastal and Marine Science Center has a requirement for a fully found and crewed vessel, with support equipment as specified, to use as a base for USGS Saint Petersburg, Florida Coastal and Marine Science Center underwater equipment deployment and 24 hour in situ geochemical monitoring on the reef tract in the Florida Keys National Marine Sanctuary and/or Dry Tortugas. The contractor shall provide the fully found, crewed vessel and support equipment to enable the Government to deploy underwater equipment with umbilical attachments to analytical equipment aboard the vessel. Vessel will remain on site for 24 hours per day for (10 days) days during (the specified performance periods in 2014). Exact dates will depend upon coordination of work with other agencies, and relevant time for season ecosystem processes, (weather delays). The contractor shall be responsible for all preparations and maintenance of the vessel and vessel equipment necessary to ensure safe and proper working conditions. The contractor shall provide as a minimum crew, a captain experienced in marine diving and other personnel as deemed necessary by the contractor. The contractor shall obtain and maintain in effect all necessary permits (except research permits), inspections, certifications, and insurance required by Federal Statue or local government, or subdivision thereof, or of any other duly constituted public authority Complete specifications for the subject charter vessel will be described in the solicitation Statement of Work.
