Description
Wage Determination Contractor Financial Information Sheet Experience Questionnaire Schedule of Items The USDA Forest Service, Delta Ranger District, National Forests in Mississippi is requesting quotes for Beaver Trapping Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12 in conjunction with FAR 13, as applicable and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-447U-S-14-0016 and is issued as a request for quotes. The solicitation document incorporates provisions and clauses that are in effect through FAR Federal Acquisition Circular FAC 72a. The associated North American Industrial Classification System (NAICS) code for this procurement is 114210 with a small business size standard of $5.0 in average receipts for period of 3 yrs. This requirement is a Total Small Business set-aside. The Beaver Trapping Services consists of the following items that include locating, trapping, dam removal, and water manipulation for USDA Forest Service and adjacent landowners affected negatively by blocked drainages. All major drainages and impoundments will be trapped and inspected for beaver sign and conditions. All traps will be set in the water - not on dry land. Trapping should not be conducted solely from main roads effort will need to be put forth to trap interior areas. Contractor will provide any additional labor needs, and will be responsible for location and removal of beaver dams and water as directed by FS personnel. Locating and trapping beavers, removing dams and water manipulation with the FS and adjacent landowners affected by blocked drainages normally occurs from February 1, 2014 thru July 31, 2014. These dates are subject to change due to weather conditions or ground conditions. Contactors will be responsible for obtaining any required licenses and permits as well as knowing and following all laws and regulations under the Mississippi Code and Mississippi Department of Wildlife, Fisheries and Parks regarding the traps used and their use applied to "Nuisance Wildlife" regulation. In preparing quotes the following evaluation factors will be used for selection: Factor 1: Past Performance, Factor 2: Technical Experience 3: Distance to the work location and Factor 3: Price. The distance factor is important to ensure that traps are checked in a timely manner and that there is sufficient time in a day to put forth adequate trapping effort and also to be available in the instance of any incident involving traps. Therefore we are requesting that the trapper be located within 30 minutes or 20 miles of Delta National Forest. The Government reserves the right to make cost/technical trade-offs that are in the best interest (best value) and advantageous to the Government. Non-price evaluation factors when combined are more important than cost or price in the award decision. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The request for quote is for base year with four (4) option years. Base and 4 year option not to exceed $150,000. Please complete the attached schedule, questionnaire and contractor financial information sheets. Offeror must be registered in the Systems for Award Management (SAM) database and have completed their Online Representations and Certifications before an award can be made.
