- SOURCES SOUGHT SYNOPSIS The New York Army National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for providing lodging and meeting spaces for large military functions. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 721110 and size standard is $30 million. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Prospective contractors must be registered in the System for Award Management (SAM). If you are not registered you may request an application through the SAM website at http:// www.sam.gov. Small businesses are encouraged to participate. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government does not intend to award a contract on the basis of this sources sought announcement alone or otherwise pay for the information solicited. This sources sought notice does not obligate the Government. Vendor information will be kept on file for possible use to create a Blanket Purchase Agreement. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; and 4) provide services under a non- performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, in order to create a Blanket Purchase Agreement (BPA). STATEMENT OF WORK (SOW) The New York Army National Guard (NYARNG) is hosting a Yellow Ribbon Event in the Rochester County area of New York State. The NYARNG would like to inquire about meeting space and lodging that will be available Friday, February 28 - Sunday, March 2, 2014. Lodging Estimate: Friday - 65 Rooms, Saturday - 156 Rooms. All rooms will require the government per diem rate. We will need an online registration code and a call in number with a code for the room block. Meeting Space Requirements: Tactical Operations Center: Conference table with 10 chairs and a rectangle table with 2 chairs to be used as a work station. We will require wireless internet access for 5 laptops. The room needs to be lockable to secure equipment during event. General Session Room: Would like to setup for the event Friday evening to ensure all equipment is in working order. Setup theatre style for 290 people. Audio visual equipment: 2 projectors, 2 screens, podium and stage (behind stage need pipe and drape as a back drop, preferably black), 1 cocktail table for teleprompter, 1 microphone, audio sound patch and 1 rectangular table in back of room with 2 chairs for AV personnel. Daycare Rooms: 0 to 2 Year Old Room: 2 cribs, 2 cots 1 round table with chairs, 1 comfortable chair/rocking chair, 2 garbage cans and 1 cocktail table. 3 to 5 Year Old Room: 2 8 round tables with chairs, 1 rectangular table with no chairs, large enough space for children to run around and play, water pitchers and plastic cups throughout the day, 2 garbage cans and 1 cocktail table. 6 to 18 Year Old Room: 2-8 round tables with chairs, 2 rectangular tables with no chairs, large enough space for arts & crafts and xbox, 2 garbage cans, water and plastic cups throughout the day and 1 cocktail table. Daycare rooms should be located on the same floor or level and close to bathrooms. Also, no doors that lead to the outside unless they are locked. Microwave will be needed close by. Registration Area: The location of this area needs to be near the lobby or a hallway close to conference space. Need 4 6" tables with 2 chairs each with access to power supply and wireless internet. Lunch/Breakout Briefing Room: This room will be used for lunch as well as session before and after lunch. Setup banquet rounds, seating for approximately 150 people. Require 1 10' or larger screen, 1 projector, sound patch and podium. Provider Room/Hallway: Require enough space to setup approximately 35 rectangular tables with 2 chairs each. Tables can go in the hallway or separate room nearby. The vendor area will setup Saturday around 10:00 am and continue throughout the day. MEALS: Lunch and dinner for 270 adults and 40 child friendly meals. Need space to setup a lunch buffet around 11:15 am. Morning Break consisting of coffee, juices, pastries/fruit/etc. from 8:00 am - 10:00 am. Afternoon Break around 2:00 pm with dessert items and beverages. *During breaks, child friendly snacks will be provided to the youth rooms and coffee and tea available all day. Request code beverages and soft drinks as well as juice, milk and lemonade for children. All meals must be within government per diem rate. Department of Labor Room/Vet Center Screening Room: We need enough space for at least 10 enclosed pipe and drape booths approximately 4x4 with small table and 3 chairs in each, as well as house music to be played in this room. VIP/Chaplain Room: Private room set is 1 table with 4 chairs.
