- JUSTIFICATION The United States Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, with Pacific Applied Technology (PAT) for the renewal of a software license that provides interfaces between TECS and the National Crime Information Center (NCIC) and the International Justice & Public Safety Network (Nlets) within the current TECS IBM mainframe environment. The authority for the sole source is FAR 6.302 (a)(2). This requirement is for continued use of proprietary existing software that was designed and developed by Pacific Applied Technology Inc (PAT). PAT software has been used for over 10 years for the TECS interfaces with NCIC and Nlets and is highly tuned to provide the speed and volume TECS requires for NCIC and Nlets queries. PAT software is proprietary software, which provides a "Right to Use" license to utilize PAT software interface. This license will cover a base year plus four (4) one-year option years. The PAT software allows for peer-to-peer communications with the FBI's National Crime Information Center (NCIC) and the International Justice & Public Safety Network (Nlets). Specifically the PAT software consists of the following interface components: 1. TECS Production CICS NCIC/Nlets Interface. 2. TECS Production Airport CICS NCIC/Nlets Interface. 3. TECS Production Land Border Primary CICS NCIC/Nlets Interface. 4. PATBATCH (APIS) NCIC/Nlets Interface. 5. PATBATCH (CBP Vetting) NCIC/Nlets Interface. 6. Western Hemisphere Travel Initiative - Vehicle Primary Client (WHTI-VPC) NCIC/Nlets Interface The license renewal will cover a base year and three (3) option years. CBP intends to solicit and negotiate directly with Pacific Applied Technology, Inc. No solicitation package will be issued.
