INL Coordinator Belmopan, Belize Issuance Date: 01/29/2014 Closing Date: 02/12/2014 SOLICITATION NUMBER: PSC-14-019-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: BACKGROUND The U.S. Department of State (DOS) Bureau for International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through global cooperation. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries that produce and transit narcotics in the Western Hemisphere. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts, develops and revises drug and crime strategies, and coordinates program development with other U.S. agencies. The INL Section at the U.S. Embassy in Belmopan, Belize is responsible for law enforcement, rule of law, and institutional development foreign assistance activities. The INL Coordinator is responsible for the day‐to‐day management of the INL Section, has primary contact with the host government law enforcement and rule of law officials, responds to opportunities to improve institutional capacity with the development of training and professionalization programs, and provides advice and guidance to Embassy leadership. The Coordinator will oversea the INL foreign assistance programs, budgets and personnel in Belmopan, including projects that combine U.S. experts with trainers from the region in a reform effort to improve and standardize academy curriculum, police forces, and processes across the region. PURPOSE The primary purpose of this Personal Services Contract (PSC) is to serve as the INL Coordinator to the INL Section in providing security and justice sector reform support in Belize. The position is responsible for program management services to include design, development, planning, implementing, monitoring, budgeting and evaluation of INL Section security and justice sector projects with a combined budget of approximately $5 million annually. In this capacity, the INL Coordinator provides guidance and recommendations on wide‐ranging policy and technical law enforcement matters relative to United States foreign assistance through the Central America Regional Security Initiative (CARSI). RELATIONSHIP The Coordinator will report to the Deputy Chief of Mission. As a recognized authority in financial and organizational management of programs, the Coordinator will receive guidance on administrative and policy direction concerning overall program priorities and objectives in support of the overall Embassy Belmopan and INL strategy. Specific assignments originate frequently from liaison activities and the Coordinator negotiates the draft scope and project objectives independently with little direction from the supervisor. Since the position is located physically in Belmopan, the Coordinator will exercise independent judgment in developing new and improved approaches to analyze and review the Narcotics Affairs Office (NAO) and INL programs throughout Belize.. DUTIES AND RESPONSIBILITIES 1. Assess • Participate in the continual analysis and evaluation of law enforcement and justice sector institutions in Central America with a particular focus on Belize. This includes assessments of organizational and operational capacities of host nation public security services and their working relationships within their respective Public Ministries and the Judiciaries. These assessments will cover institutions' standard operating procedures and identify deficiencies in host country training academy curriculums, as well as systematic problems or disconnects between academies and the institutions they serve. The assessment will also identify needs for equipment, leadership capacity building and training; develop modern law enforcement and justice sector practices, and leverage best practices from throughout the region. • Identify systematic deficiencies in Belizean security services and advise on reforms and training programs to strengthen capacity. This will include improving internal affairs processes in the services and ensuring community based policing practices are incorporated widely throughout the procedures, processes and culture of the police. • Evaluate current interdiction programs and trafficking trends to ensure that INL-supported programs are responding correctly to evolving threats. • Analyze interdiction programs and units to determine if programs or procedures are utilizing INL Section funding effectively. 2. Advise • Provide advice and assistance on: improving police and justice sector administration and resource management; internal discipline procedures; overall efforts at modernization and training of the Belizean security and justice sector and host country officials in other countries, and coordination with INL Officers serving at other posts in the region. • Provide technical assistance to Belize's security and justice sector leadership, which will develop a long-term strategy for modernizing and strengthening Belizean institutions. 3. Maintain Political Liaison • Generate support for and active advancement of United States policy objectives with key host government officials. Coordinate with the United States interagency representatives at the U.S. Embassy and/or in the region on activities to ensure a coherent approach to criminal justice sector assistance in international criminal justice programs. • Maintain close and effective coordination with INL Directors and NAOs within the region to keep all stakeholders apprised of reform efforts in Belize that may be applicable or beneficial to INL programming and planning in Central America. 4. Program Planning, Development, and Execution • Plan and develop training programs in Belize and throughout the region in accordance with U.S. Embassy and Department of State goals and objectives. Undertake their implementation, while monitoring and reporting significant developments. Evaluate program results. As necessary, make mid-course adjustments and close out programs when complete. • Establish and prepare programs to develop the capacity of justice and security sector actors. Coordinate the work of other advisors, technical staff, and partner-nation actors on the design of program implementation plans, strategies, resource requirements, and implementation. 5. Program, Contracting, and Budget Planning • Provide strategic planning and process development on all phases of project execution from development through implementation, including planning, scheduling, budgeting, monitoring, and coordination. • Liaise actively with INL/Washington to ensure regular coordination of objectives, key issues, obstacles, and successes. • Identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training, and commodities and the monitoring of procurement actions, including drafting source origin waivers, bid solicitations, scopes of work, delivery, and acceptance of items procured to support the INL Section Belmopan. • Develop budget plans for INL Section Belmopan and regional CARSI programs to ensure projects are in accordance with policies and objectives of U.S. goals and objectives. • Negotiate with host government officials on projects that support United States and partner-nation counter organized crime and institution building objectives. 6. Integration of Complimentary Programs • Work with other United States, Belizean, and regional institutions and agencies to ensure the full integration of training and development efforts with parallel efforts to create new internal control systems, civil society outreach, demand reduction, rule of law, and culture of lawfulness. 7. End Use Monitoring • Ensure USG provided commodities are utilized effectively and implement continuous oversight and end use monitoring of all programming to ensure no fraud, waste, or mismanagement occurs in the program. 8. Working and Supervisory Responsibilities • Manage large-scale contract mechanisms put in place to achieve program objectives. • Supervise United States contractors funded under the program, as well as other locally employed staff and personal services contractors, as assigned. 9. Briefings and Reporting • Prepare, coordinate, and ensure the timely issuance of both one-time and periodic reports on the various programs to include the impact of programs on narcotics trafficking, institutional strengthening and public support for security services. Prepare periodic status reports, budget reports, and program reviews. Track progress of training in achieving larger CARSI Initiative goals. • Assist in escorting and arranging appropriate itineraries for official travelers. • Brief Department of State, Congressional, Staff Delegations, and other selected international dignitaries on the United States and partner government narcotics control, police reform, and criminal justice programs as they pertain to INL Belize programs. • Attend embassy law enforcement meetings and report on major issues, including the status of police training reform, police-community relations, interdiction activities, violent crime reduction, and other rule of law efforts. 10. Security of Training Teams and Personnel • Advise the Political/Econ Section Director and the Regional Security Officer (RSO) on matters related to personnel and physical security at all training locations and personnel operating in support of the INL Section Belize COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The Coordinator is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The Coordinator performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Belize, which is of significant interest to the public and to Congress. PERSONAL CONTACTS The Coordinator works closely with the US Embassy senior management, INL and with other agency senior managers. The Coordinator may deal with principal and senior management representatives from private sector firms with existing or pending contractual relationships with the DOS, as well as Congressional staffs. The Coordinator shall maintain contact with senior GOCR officers, including within the police and justice sectors. MINIMUM QUALIFICATION • Must be a U.S. citizen, able to obtain/maintain a DOS medical and secret security clearance • Proficient in Microsoft Office Suite • Demonstrated six (6) years of experience related to project management, international development, international affairs, political science, and/or public administration. • Demonstrated two (2) years of experience managing programs and projects on citizen safety, law enforcement, and/or the rule of law. Demonstrated professional work experience with law enforcement or rule of law projects in a foreign country, including promoting U.S. interests with host government officials, developing and sustaining effective relationships with key counterparts, ensuring sustainability of projects through provision of appropriate training and maintenance, and the ability to integrate competing needs of U.S. law enforcement, development, and security agencies. Direct experience with narcotics interdiction, institutional development, community policing, police reform and professionalization, and/or security and justice sector education/training is preferred. • Demonstrated two (2) years of supervisory and leadership experience in a multi-cultural environment, including the full range of management skills, such as mentoring and counseling subordinates. • Demonstrated experience writing training plans, statements of works (SOWs), standard operating procedures, and detailed instructions. The Coordinator should have experience and will be required to draft and author weekly, monthly, and quarterly reports. May be required to draft and complete DOS cables, Mission Performance Plan (MPP) inputs, and Memorandums of Understanding (MOUs). • Demonstrated excellent oral and written English communication skills • Ability to work independently on projects and issues within overall policy guidelines, the ability to work effectively in a fast-paced, team-oriented environment, excellent interpersonal skills and a track record of working collaboratively at all levels in a workplace environment. • Ability to complete the FSI Contracting Officer's Representative (COR) course, and FSI Grants Officer's Representative (GOR) successfully within (120) days of assignment. PREFERRED KNOWLEDGE AND SKILLS • Preferred experience includes experience overseas managing programs aimed at achieving U.S. citizen safety objectives, such as bilateral development programs on drug control and demand reduction; law enforcement professionalization; and justice reform. • Preffered Spanish language capability at or above the FSI 3/3 level. The Coordinator will be working in a Spanish language only environment routinely. EVALUATION FACTORS Factor 1: Program Experience (30 Points) Extensive program management experience in designing and implementing law enforcement and rule of law capacity building training programs. Demonstrated ability to provide subject matter expertise (SME) as a principal program manager and advisor in the areas of narcotics interdiction, institutional development, community policing, police reform, justice sector reform, law enforcement, and education/training. Factor 2: Diplomatic & Work Experience (30 points) Demonstrated diplomatic experience in coordinating with USG agencies, security units, international organizations, and/or private sector entities working toward a common goal. Demonstrate superior negotiation, communication, and interpersonal skills, especially in culturally sensitive situations. Factor 3: Management and Leadership Experience (20 points) Demonstrated successful supervisory and leadership experience in a multi‐cultural environment, including mentoring and counseling officers. Demonstrated ability to provide sound and timely decisions regarding policies and procedures. Demonstrated ability to lead a diverse team and interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government. Factor 4: Past Performance (20 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
