Attachment 2: Request for Sole Source Memo Format DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 11, (506) VA Ann Arbor Health System, Ann Arbor, Michigan. The Medicine Service requires a service that requires Justification for Other Than Full and Open Competition for education modules for our SCAN-ECHO Program. Order 506-14-2-205-0031 2.Nature and/or Description of the Action Being Processed: The VAAAHS Specialty Care Access Network is seeking to develop additional online, on-demand learning modules to assist PCP's in improving their overall knowledge in the best practice protocols for the diagnosis and treatment of patients. Because the VAAAHS does not have a Multimedia department to utilize we must outsource this project to upgrade the existing capabilities. Content development and management of these modules require a skill set held by the Michigan Multimedia. Michigan Multimedia is able to produce these modules for use by the VA as they have the prior 2 years. This is for a firm-fixed price PO. 3.Description of Supplies/Services Required to Meet the Agency's Needs: 18 education modules in electronic format optimized for web distribution. Each module will include a SCORM-compliant post-test for integration into the VA's existing learning management system. Project sponsors will be available for review and consult as needed. The client will supply all content for each module under development. The government estimate is $2600 per module, and with a total of 18 modules, comes to a total of $46800.00. The period of performance is the award date until the project is completed. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g), as implemented by FAR 6.302. ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The following request is to purchase Educational Modules. a.Only One Responsible Source: The University of Michigan is our affiliate here at the VA, we have many shared physicians and they have the capability to provide us Educational Modules and the ability to provide CME credit for the viewing of the product. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: In the event that Medicine Service at the VAAAHS determines that there are other sources existing that can meet the particular characteristics of this product, that vendor(s) will be contacted to determine feasibility of obtaining their product. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated cost will be considered fair and reasonable based on the cost of the product and the value it will provide to our SCAN-ECHO Program. The price for the most recent year found in eCMS is the same as it is for FY14, at $2600 per module. (506C20190; 35 modules for a total of $91000) 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The market has been searched via internet. As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None particular to this solicitation/requirement. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See Section VI above. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: none 12.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
