Description
The Department of Energy, Golden Field Office, intends to award five sole source contracts, in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, to the University of Nevada, Penn State University, University of Oklahoma, Stanford University and the University of Texas, respectively. These contracts will be awarded to participate in a Code Intercomparison Study for a diverse set of numerical simulation codes currently used to design and assess the Enhanced Geothermal Systems (EGS). This collaborative evaluation of the ability of various codes to simulate a range of relevant problem types will provide the technical community with both an understanding of what improvements are needed to fully address the needs of EGS projects, and a demonstration of the ability of current codes to solve critical simulation problems. Each participating individual, on staff at the universities, is an expert or the developer of a particular code. In order to successfully co mplete the Code Intercomparision Study, the Department of Energy will acquire contractor services to: develop sets of benchmark and test problems, apply their specific codes to the developed problems, and publish their findings. The estimate of work under this contract is for 36 months, with a total program magnitude for all five awards combined of approximately $250,000. No RFQ will be issued for this requirement. Interested parties may identify their interest and capability to respond to this requirement, no later than February 7, 2014. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
