- Solicitation Number: VA262-14-I-0111 Notice Type: Sources Sought Synopsis: IO&T Sources Sought - Total project support for Initial Outfitting, Transitioning and Activating (IOT&A) the staff and patients associated with healthcare construction projects in approximately 50 locations. This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The Veterans Health Administration (VHA), National Activation Office (NAO), Veteran Integrated Service Networks (VISN), and VA Medical Centers (VAMC) Activation Projects teams intend to solicit and award an Indefinite Delivery, Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC) to provide IOT&A total turn-key project support for the transition of the staff and patients associated with healthcare construction projects. Transition of services will occur from approximately 50 locations, four of the 50 major projects are well underway or completed. Of the remaining 46 major medical-facility projects, approximately 26 are under construction or were recently completed and in need of IOT&A services to begin providing services. Services will include non-personal comprehensive IOT&A services to include management, supervision, labor and materials necessary to execute the requirements under the description of services for each sub CLIN. Effort includes project management, interior design services; facility & equipment planning services; transition planning & relocation services; warehouse management services; installation, testing & training services; and final turnover, close-out & post-occupancy evaluation services. This capacity includes equipment ordered as an option within a CLIN of the MATOC. Unused capacity from one CLIN can be shifted into another CLIN or year. Contractor shall provide specific deliverables based on task order requirements based on performance based acquisition needs. Specific deliverables shall include at a minimum Safety and Health Program Plan, Quality Control Plan, and Accident Prevention Plan. Some areas of emphasis will include development, documentation and/or execution of concept of operations (operational and organizational), Day in the Life processes and exercises, standard operating procedures, validation of equipment requirements, validation of furniture requirements, transition phasing plans to include move guides, warranty management plans, and equipment/furniture procurement, delivery and installation tasks. The Government is performing market research in order to determine sources available that possess the capability to execute the kind of work identified above prior to issuing a request for proposal (RFP). No industry day will be held for this action at this time. This sources sought notice IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Governments ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. The furniture and furnishings services must complement any interiors packages developed by the Architect/Engineer firm associated with the construction project and/or the healthcare facility's standards as provided by the government. The Contractor will be required to purchase, receive and install furniture/furnishings and visual arts and/or inventory, uninstall, pack, transport and reinstall existing furniture/furnishings and visual arts in the healthcare facility's current inventory identified for reuse in the new facility following approval by the COR. 0 Comprehensive Equipment Planning - The Contractor will be able to provide comprehensive equipment planning services for both medical and non-medical equipment and Information Management/Information Technology (IM/IT) equipment and systems, as well as Intrusion Detection Systems (IDS) and other similar security systems including the validation of medical and non-medical equipment requirements/specifications and validation of furniture requirements/specifications. 0 Equipment Purchasing - The Contractor will be able to provide comprehensive equipment purchasing services for all government approved equipment requirements IAW with government designated processes, i.e. Federal Acquisition Regulation (FAR). Each project, as identified in the task/ order, will have its own unique purchasing requirements to be managed by the Contractor. ? Check all that apply Service 0 Transition Planning and Relocation Services - The Contractor will be able to provide transition planning and relocation services which includes interim and/or final development and facilitation of owner (end users) transition team structure and organization. Services include: interim and/or final development and facilitation of owner (end users) transition team structure and organization; operational planning development and documentation with end users; all aspects of project phasing planning; signage and way finding for transition activities; detailed initial outfitting and move planning; move sequencing, preparation and setup; detailed move plans for every location; staff and patient move guides; internal & external marketing; regulatory requirement planning and inclusion; systems descriptions; workshop planning and implementation; issues/action items tracking; transition budget tracking; relocation execution; documentation of lessons learned and post-move clean-up for delivery to the Government. 0 Transition Planning and Relocation Services - The Contractor will be able to provide services for the development, documentation and/or execution of concept of operations (operational and organizational), Day in the Life processes and exercises, standard operating procedures, transition phasing plans to include move guides, and warranty management plans. 0 Warehousing Management Services - The Contractor will be able to provide management, supervision, administration and labor to support the warehousing and logistics for purchased equipment, newly acquired equipment, equipment identified for reuse, as well as the removal and transportation of replaced equipment. 0 Installation, Testing, Maintenance and Training Services - The Contractor will be able to provide all management, materials, tools, supervision, labor and equipment to support the installation and testing of all purchased equipment and/or systems prior to installation and/or after the equipment is installed. Additionally, the contractor will provide equipment operation and maintenance training. All equipment and system testing and installation shall be in accordance with the equipment manufacturer's recommendations. 0 Final Turnover, Close Out and Post-Occupancy Evaluation (POE) - The Contractor will be able to provide all management, materials, tools, supervision, labor and equipment to facilitate the turnover of applicable documents, close out the project and facilitate/participate in the POE particularly in the operational and staff/patient impact arena. 7.
