- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the Arkansas Regional Lab (ARL) requirement for repair service on the Building 26 passenger elevator. The FDA is seeking small businesses capability statements to determine their ability to perform service and repair on a Kone/Montgomery Hydraulic Elevator, CP-92986-7.Other than small business concerns are also encouraged to submit capability statements. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The associated North American Industry Classification System (NAICS) Code is- 811310- Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; Small Business Size Standard is $7.0 million. The ARL's passenger elevator is no longer operating. Field service and repairs are required to return the Kone/Montgomery passenger elevator back to full functionality in compliance with OEM specifications. The contractor shall inspect, diagnosis, and repair elevator inclusive of all parts and labor. The FDA estimates that at a minimum the following work will be required to repair the elevator: furnish and install hydraulic cylinder, hydraulic pistons, jack seal, jack liner, filter and muffler. The elevator is a four stop elevator. A minimum of a one-year warranty will be required from date of the FDA's acceptance of the work. All work shall be performed in accordance with the American National Standard Safety Code for Elevators, Escalators, and Dumbwaiters. The contractor shall provide all permits and licenses required to perform the work by the State of Arkansas. Period of Performance Repair shall be completed within 60 calendar days of award. Place of Performance 3900 NCTR Road, Bldg. 26 Jefferson, AR 72079 Respondents shall furnish sufficient past performance and technical information necessary for the Government to conclusively determine that the respondent and their technical/engineering staff is qualified and capable to perform the repair services and otherwise able to meet all the performance requirements herein. At a minimum, responses shall include the following: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; • Three (3) years of past performance information for the service and repair of the same or substantially similar elevator to include period of performance, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, and client point of contact email address. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement. • If a large business, identify subcontracting opportunities that would exist for small business concerns, if any; and • Though this is not a request for quote, informational pricing is encouraged such as standard labor and travel price lists. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation.
