- Justification For Other Than Full and Open Competition The Office of the Comptroller of the Currency (OCC), intends to negotiate a sole-source acquisition with Gartner Inc., for Benchmarking Alternatives Analysis for Disaster Recovery (DR) using GSA procedures (FAR Part 8). The OCC is seeking the proprietary benchmarking data collected and analyzed only by Gartner, Inc. to assist the OCC in determining the options for disaster recovery services. Gartner is the only company that maintains a vast benchmarking database (about 10,000 data points) specifically related to information technology that has been collected from its client engagements from federal and private companies. The benchmark data not only covers all areas of IT, from servers & networks to applications to business processes but it has been tested and validated. The OCC requires that Gartner use its database to compare and assess the OCC's requirements against other regulatory agencies and industries with same or similar infrastructures. This unique benchmarking database not only allows for access to an in-depth comparative analysis to other peers' systems that no other company obtains, but provides data that is readily available. Also, Gartner is expected to use this same database to develop cost models for various options and for compiling a summary analysis of alternatives that would satisfy the OCC's requirements, while considering risk, security and cost in the final analysis. Due to the nature of OCC's requirement, Gartner is the only vendor capable of providing access to their proprietary benchmarking database which can provide benchmark data related to disaster recovery services. Any responses received as a result of this notice, shall be considered solely for the purpose of determining whether to conduct a competitive requirement. Responses will NOT be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government. Electronic submissions must be received no later than 10:00 AM ET, Wednesday, February 5, 2014.
