- Sole Source Synopsis: USPFO of Colorado intends to award a contract to HB&A for FF&E design packages. The award is being made for interior design services for the entire building. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. As the A&E of record HB&A has unique capabilities and resources to meet this Colorado National Guard (CONG) requirement to meet recruiting mission execution and logistics requirements. See attached J&A from the Colorado Army National Guard's CFMO for additional details. There are no other known sources that can provide the resources that are unique to this requirement in the required timeframe. All interested sources must respond not later than 13 February 2014, 1000 hours MST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
