- Pricing Template Wage Determination Past Performance Questionnaire Terms and Conditions Statement of Work RFP Cover Letter This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72 effective January 30, 2014. The Government anticipates the award of a single labor-hour-type (LH) Contract to the Offeror whose proposal, conforming to this RFP, is determined to represent the most advantageous offer to the Government, price and other factors considered. Set-aside: Service-disabled Veteran-Owned Small Business (SDVOSB) Total/Partial: Total North American Industry Classification System (NAICS) code: 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) Size Standard: 500 Employees Product and Service Code (PSC): AJ52 - R&D- General Science/Technology: Life Sciences (Applied Research/Exploratory Development) Classification Code: A - Research & Development Description of requirements: (See Statement of Work) Applicable Wage Determination: WD 05-2373 (Rev.-13) (Attached) Anticipated Award Date: Q1 of calendar year 2014 The Federal Acquisition Regulation (FAR) provision at 52.212-1, "Instructions to Offerors-Commercial," applies to this acquisition. Submitted offers must fully comply with the instructions contained in paragraph (b) of that provision and will not be considered for award if not found to be fully compliant. The FAR provision at 52.212-2, "Evaluation-Commercial Items," applies to this solicitation. Specific evaluation criteria for this acquisition are included in paragraph (a) of that provision. Please also note the additional information provided in paragraph (b) of that provision. Offerors must include a completed copy of the provision at 52.212-3, "Offeror Representations and Certifications-Commercial Items," with their offer. The FAR clause at 52.212-4, "Contract Terms and Conditions-Commercial Items," applies to this acquisition. The FAR clause at 52.212-5, "Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items," applies to this acquisition. Additional contract terms and conditions apply to this other than those listed here, and are included as an attachment. Please review all terms and conditions carefully as submission of an unqualified offer in response to this solicitation indicates your firm's acceptance of all applicable terms and conditions. Questions regarding this solicitation must be submitted via email no later than two (2) days after the issuance date of this RFP to the above individuals. Questions and responses will be made available within two (2) business days thereafter. If your firm chooses to not submit a proposal in response to this RFP, please respond within five (5) business days indicating this intention with a brief explanation as to the reason behind the decision, e.g., conflict of interest, lack of resources, etc..
