Description
The purpose of this Sources Sought Notice is to identify qualified small business concerns that are interested in and capable of performing the work described herein. This IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified firms, including Small Businesses, Hubzone, 8(a), Service Disabled Veteran-Owned, and Women-owned firms. Responses to this Sources Sought Notice will be used by the Government in making appropriate acquisition decisions for an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for storm drain remediation and improvements at Arlington National Cemetery, Arlington, Virginia. The scope of the contract includes the repair or replacement of existing storm drains from 8 quote mark to 36 quote mark in diameter and associated manholes. Pipe work shall consist of grouting (minor repair) to replacing failed sections (major remediation). Upon completion of pipe work, the pipe and manholes shall be rehabilitated utilizing commercial trenchless technology methods to extend the useful life of the storm sewer system. The U.S. Army Corps of Engineers, Norfolk District, anticipates a future procurement for these services. The anticipated period of performance is from 01 June 2014 through 31 May 2015, with four one-year option periods, or when task order awarded under the contract total a maximum not to exceed value of $20,000,000.00. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 237110 with a Small Business Size Standard of $33,500,000.00. Responses are requested with the following information, which shall not exceed a total of eight (8) pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 50% construction complete and that ran concurrently within the past six years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Project examples MUST range from $200,000 to $5,000,000 with AT LEAST two (2) of them in excess of $2,000,000. Your capabilities statement may be mailed or submitted via electronic means. Electronic submissions should be emailed to paula.m.beck@usace.army.mil. Hardcopies may be mailed to U.S. Army Corps of Engineers, Norfolk District, ATTN: Paula Beck, Contracting Office, 803 Front Street, Norfolk, VA 23510. The capability statement must be received by mail or electronic means no later than 20 February 2014. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
