- Description
- Naval Air Systems Command (NAVAIR) intends to award a sole source contract to L-3 Communications, Systems Integration (SI) Group, 7500 Maeher Road, Waco, TX 76705 for the procurement of installation kits (A-kits) to support the E-6B Mercury Auxiliary Power Unit (APU) upgrade effort. The A-kits include approximately 425 critical structural/system components necessary to install and integrate the APU into the lower aft lobe of the E-6B aircraft. This procurement will also include spare A-kits as well as the Installation Technical Data Package required for the A-kit installation and associated engineering support. The Government intends to negotiate this procurement pursuant to the authority provided in 10 U.S.C 2304(c) (1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1. Under the proposed effort, L-3 Communications, Systems Integration (SI) Group will supply the United States Navy with the A-kits, the Installation Technical Data Package and associated engineering support. L-3 Communications, Systems Integration (SI) Group is the sole designer, developer and manufacturer of the A-kit assemblies and is the only contractor with the necessary technical data required to provide the A-kits and Installation Technical Data Package. Utilization of an alternate source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition as well as an unacceptable delay in fulfilling the Navy's requirement. A solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Inquiries concerning this synopsis should be submitted in writing via electronic mail to the Contract Specialist, Mr. Jerry Lamb, at jerry.lamb@navy.mil, with a copy to the Procuring Contracting Officer, Mrs. Amber Wood, at amber.f.wood@navy.mil. Telephone requests for information will not be accepted. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
